PROJECT BACKGROUND
GGGI has been active in Paraguay since 2018, collaborating with the Government of Paraguay to advance green growth policies and investments. Key partners include the Ministry of Environment and Sustainable Development (MADES), the Ministry of Economy and Finance (MEF), and Paraguay’s Development Finance Agency (AFD), driving progress across various sectors.
In partnership with MEF, GGGI is launching a new Green Climate Fund (GCF)-funded technical assistance project titled “National Adaptation Plan (NAP) for the Agriculture and Forestry Sectors of Paraguay.” This initiative aims to develop Paraguay’s NAP, which will strengthen the country’s resilience to climate change by addressing key adaptation barriers in the agriculture and forestry sectors and creating a national adaptation guiding framework. The project will enable the Government of Paraguay to enhance its climate change adaptation information systems, integrate adaptation into national frameworks, promote inclusive and climate-resilient practices in agriculture and forestry, and foster private sector participation.
Key objectives include:
- Enhance data and monitoring systems: Strengthen Paraguay’s capacity to generate, manage, and utilize comprehensive, up-to-date data on climate change risks and impacts. This will support the development, tracking, and refinement of adaptation strategies, plans, and projects while fostering an evidence-based approach to adaptation.
- Mainstream adaptation into national policy and planning frameworks: Improve the alignment of national policies, planning frameworks, and governance structures with Paraguay’s adaptation objectives. This includes mainstreaming resilience into sectoral strategies and ensuring coherence across the agriculture and forestry sectors.
- Promote inclusive and climate-resilient agriculture and forestry practices: Develop and implement targeted adaptation measures that address the needs of vulnerable and marginalized populations. These actions will promote CSA and forestry practices, ensuring equitable access to resources and participation in decision-making processes.
- Strengthen private sector engagement: Develop policy instruments and economic incentives to actively involve the private sector in climate adaptation initiatives. This includes fostering public-private partnerships and creating investment opportunities that align with national adaptation goals.
OBJECTIVES OF THE ASSIGNMENT
Under the framework of this project, MEF, MADES and GGGI are recruiting a Public Policy Consultant. The objective of this consultancy is to strengthen the institutional, policy, and planning framework for climate change adaptation in Paraguay through a series of analytical and technical deliverables that inform the design and implementation of the National Adaptation Plan (NAP). The consultant will undertake assessments, provide recommendations, and develop practical tools to enhance adaptation governance, policy coherence, and resource allocation.
SCOPE OF WORK
The Public Policy Consultant will be part of the Readiness Technical Unit (RTU) which consists of a Climate Change Adaptation Senior Officer, Agriculture Officer, Forestry Officer, Economic Modeling Consultant, GESI Consultant, Climate Vulnerability Consultant, Climate Services Coordination Consultant and Senior Communication Assistant.
The key tasks of this consultant position are as follows:
- Conduct a diagnosis on current adaptation institutional arrangements and provide recommendations for improvement.
- Analyze policies and legislation to provide recommendations for the design of incentives for adaptation actions implementation.
- Conduct a diagnosis of sectoral budget planning and allocation processes with a focus on incorporating climate change adaptation considerations for prioritized subsectors.
- Support the development and validation of the National Adaptation Plan Private Sector Financing Strategy.
- Collaborate with a capacity that needs assessment to map the financial sector capacity to identify and mitigate climate- and nature-related financial risks, and design innovative climate-resilient agriculture and forestry financial instruments.
- Develop guidelines to integrate adaptation and NAP considerations into national, subnational and sectoral planning processes.
- Develop a governance structure or implementation arrangements to implement the National Adaptation plan for the Agriculture and Forestry sector.
- Draft the National adaptation Plan for the Agriculture and Forestry sector including adaptation actions portfolio, implementation arrangements.
- Collaborate with GESI consultant to the evaluation of public policies of climate change to achieve the well-being of the population while respecting the needs and interests of women and men, on the development of the NAP Gender Action Plan.

The Consultant must integrate the comments of GGGI, MADES, MEF and the technical focal points of other institutions involved, within 7 days after receiving the comments or requests for modification of products. All reports will be produced in Spanish and will follow GGGI's format requirements and will be submitted along with full raw data sets, research materials, minutes, interviews, and participant listings. Executive summaries will be delivered in English, and the final consolidated product of the consultancy must include a full English translation.
Payments will be made against delivery of the products with prior approval from MADES, and approval from the GGGI Project Manager. The MEF must be in copy of all communications as Designated National Authority.
During the first week of assignment the consultant will define the reporting arrangements of the consultancy, in consultation with the NDA and the Project Manager.
The consultant will work from the MADES facilities on the days defined as agreed with the national counterpart and the Project Manager.
QUALIFICATIONS/EXPERIENCE/EXPERTISE
- Must be a Paraguayan national or hold a valid work permit.
- Bachelor's degree or engineering degree in political science, natural sciences, environmental science, or fields related to consultancy activities is required.
- A master’s degree in areas such as sustainability, climate science, environmental studies, territorial planning, public policy, or fields related to the consultancy's activities is required.
- At least 5-8 years (preferred 7) of relevant experience in the development and implementation of climate change policies in Paraguay is required.
- At least 5 years of professional experience in the design and implementation of public policy instruments for sustainability, climate change, or related policies, strategies, or plans is required.
- Solid understanding of Paraguay's climate change plans and objectives is required.
- Strong facilitation and participatory process skills; experience facilitating participatory processes is desired.
- Fluency in Spanish and English is required.
