OBJECTIVES OF THE PROGRAMME
The Mission of the Programme management Unit and Resources Mobilizations is to help countries, and to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.DESCRIPTION OF DUTIES
During deployment, the duty station may change, and duties may be modified, based upon the technical needs of the Programme. Within the framework of the delegated authority, the incumbent is assigned all or part of the following responsibilities: 1.Prepare draft and finalize proposals as well as technical reports to donors based on inputs received from technical teams and guidance from the Coordinated Resource Mobilization (CRM) team.2.Monitor funding proposals, grants implementation rates and reporting deadlines in accordance with donors' specific reporting schedules and requirements.3.Work with technical units at all levels of the organization to facilitate and consolidate the results of operational planning, to define the resource requirements for the emergency activities as well as the staff and non-staff costs.4.Disseminate information to all stakeholders on standard policies and procedures for resource and grant management, compile information on best practices and lessons learned.5.Monitor interventions and programmes funded by grants to ensure compliance with established WHO rules and procedures and donor requirements Identify gaps in the process and recommend corrective actions.6.Update and maintain the related grant and finance tracking systems to monitor deadlines for submission of proposals and reports to donors.7.Develop and maintain efficient mechanisms and channels for internal and external partnerships with regional and country offices, other UN agencies and Member Statesthroughout the full cycle of the outbreaks and health emergencies management.8.Perform other related duties including replacing and backstopping as required.REQUIRED QUALIFICATIONS
Education
Essential: First level university degree in business administration, management or closely related field.Desirable: Advanced level university degree (Masters' level or above) in business administration, management or closely related field. Additional certification in financial management
Experience
Essential: At least 5 years' experience in financial and resource management, management and administration as well as in grant proposal, report writing and financial/grant tracking or similar experience in a relevant field. Experience working in donor relations in the context of emergency work.Desirable: Experience working in WHO, the UN and/or international organization or recognized humanitarian organizations including at the regional/country level. Experience in developing frameworks and timelines for donor submissions
Skills
Extensive practical knowledge of financial and grants management principles and techniques, especially with respect to large administrative operations at national, regional and/or global levels. REMUNERATION
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 70,212 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2621 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.ADDITIONAL INFORMATION
