Under the overall supervision of the Chief of Mission (CoM) in Ecuador and direct supervision of the National Project Officer - Management; and, in collaboration with relevant units at Headquarters and the Administrative Centres, the Project Associate Labour Migration Case Manager will be responsible for undertaking the following duties and responsibilities:
Responsibilities
Assist in the implementation and monitoring of project activities.
- Retrieve, compile, summarize, analyse, and present information/data on specific project topics.
- Monitor budget; verify availability of funds; obtain necessary approval and update budget related information.
- Act as focal point for administrative coordination of project implementation, involving extensive liaison with diverse organizational units and external parties to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, etc.
- Draft status reports, identifying shortfalls in delivery, bring them to the attention of the supervisor and suggest remedial actions.
- Draft correspondence on project issues; prepare and update reports, briefing notes, graphics, statistical tables, presentation and other forms of documentation.
- Respond to complex information requests and inquiries; set up and maintain files/records; organize meetings, workshops and training sessions;
- Participate in meetings and conferences; assist in coordinating implementation activities with local authorities, partners, United Nation agencies, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to the project.
- Assist in monitoring work of implementing partners and report non-compliances to the supervisor.
- Provides guidance/training to new/junior staff.
- Perform other related duties as assigned.
Qualifications
- School diploma with five years of relevant experience; or,
Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Labour Migration, Business Administration, Economy, Human Rights, Law or related fields from an accredited academic institution with three years of relevant professional experience.
Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations; with particular emphasis on engagement with the GoE.
Experience in liaising with the private sector and conducting stakeholder mappings.
Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,
Demonstrated experience in direct case management with migrants, including profiling, individual follow-up, counselling, referral, and documentation of cases.
Proven experience in candidate identification, screening, and matching processes, including assessing profiles against labour demand and job requirements.
Experience supporting recruitment and selection processes, such as CV preparation, interview coordination, skills or language testing facilitation, and follow-up with candidates.
Hands-on experience liaising with private sector employers, including coordinating interviews, responding to employer queries, and managing expectations throughout recruitment cycles.
Experience coordinating with multiple stakeholders across countries or regions, including project teams, technical specialists, and external partners involved in recruitment or labour mobility initiatives.
Experience supporting outreach activities, responding to beneficiary and employer inquiries, and managing high volumes of communication in a professional and timely manner.
Prior experience within IOM or the UN system is an asset, particularly in programmes related to regular pathways, labour mobility, or skills matching.
Strong case management and organizational skills, with the ability to manage multiple candidates and processes simultaneously while ensuring accuracy and confidentiality.
Solid understanding of labour migration pathways, ethical recruitment principles, and migrant protection considerations.
Excellent communication and interpersonal skills, with proven ability to interact effectively with goverments, employers, and internal stakeholders across different cultural and professional contexts.
Strong coordination skills, with the ability to act as a focal point between regional/global teams and country-level projects involved in recruitment and employer engagement.
Ability to analyze candidate profiles and job requirements, identify suitable matches, and flag gaps or risks in recruitment processes.
High level of attention to detail in documentation, follow-up, and reporting related to candidate tracking and employer coordination.
Proficiency in standard office software and data management tools; experience with case management systems or recruitment databases is an asset.
Ability to work independently with limited supervision while maintaining close coordination with supervisors and technical teams.
Strong sense of professional ethics, discretion, and accountability, particularly when handling sensitive personal data and employer information.
For this position, fluency in Spanish and English is required (oral and written).
