Having operated in Indonesia for over four decades, IOM Indonesia is one of the largest IOM country missions globally, implementing a broad portfolio of programmes in collaboration with the Government of Indonesia, civil society organizations, private sector stakeholders, migrants, and local communities. Its thematic focus includes Counter-Trafficking (CT), Labour Mobility and Social Inclusion (LMSI), Immigration and Border Governance (IBG), Migration Health, Refugee Care, Resettlement and Returns, Climate and Resilience, as well as Migration Policy and Data.
Nature of the consultancy:
The consultant will temporarily fulfil the role of RCA Caseworker to address a short-term surge in operational workload, and will support routine programme delivery, case management follow-up, and field-level implementation in line with RCA procedures and established care and maintenance standards for refugees and asylum seekers under IOM care.
Project Context and Scope:
IOM’s RCA programme in Indonesia provides care and maintenance services to refugees and asylum seekers in cooperation with the Government of Indonesia across 7 areas throughout the country. In several locations, additional temporary support is required to maintain timely follow-up, ensure quality and consistency of assistance, and uphold programme standards.
The consultant will contribute to daily case management activities, including routine beneficiary visits, needs assessments, case documentation, referrals, basic administrative processes, and coordinated follow-up with service providers, local authorities, and community actors.
All activities will be implemented under the supervision of the RCA programme management team, in close coordination with the Community Liaison Officers, Resource Management, Migration Health, Resettlement and Voluntary Returns, and relevant government counterparts.

Support the day‑to‑day implementation and tracking of RCA Programme activities, ensuring all actions follow established procedures and operational guidance.
Carry out routine field visits to check on beneficiaries’ conditions, record their needs or concerns, and share relevant information with the supervisor and team for appropriate follow-up. Promptly flag any protection, safety, or health issues observed, in accordance with reporting protocols.
Keep beneficiaries’ case files updated in RAMS, ensuring that all information is accurately recorded and maintained in line with programme requirements.
Collaborate with Head of Office and field staff to plan and facilitate meetings, trainings, workshops, and community activities, including logistics, outreach, participant coordination, basic facilitation, and communication with refugee groups and local partners.
Track basic service delivery and identify any gaps or challenges noted during visits or reported by beneficiaries or partners. Communicate these findings to the supervisor and suggest practical follow-up actions.
Assist in reviewing payment documentation for service providers, checking that supporting materials are complete and accurate, and help with basic expense monitoring in coordination with the Resource Management team.
Take part in information sharing within the programme team, helping exchange good practices on refugee support activities and offering suggestions for strengthening programme delivery.
Carry out any additional duties assigned by the supervisor to support effective and timely programme operations|
Performance indicators for the evaluation of results:
Team collaboration: Share relevant updates, insights, or good practices at every scheduled team meeting, including weekly case management briefings.
Field Visit Execution: Conduct a minimum number of scheduled field visits per week (to be confirmed by the supervisor), with visit reports submitted in RAMS or the designated template within 48 hours, including timely escalation of all identified safety, health, or protection concerns.
Case Record Accuracy: All assigned case files are updated in RAMS after each interaction or new information.
Activity coordination: Provide logistical and coordination support for all planned meetings, trainings, workshops, or community activities, ensuring that preparations (venue, outreach, materials, participant list) are completed/
Financial/administrative accuracy: Review and submit all assigned payment and expense documents with minimal correction requests from Resource Management due to missing or inaccurate documentation.
Task completion: All additional tasks assigned by the supervisor are completed within the agreed timeline.
Education:
High school diploma with five years of working experience; or,
Bachelor’s degree in Psychology, Management, Economics, Political, Social Science, International Relations, Development Studies, Migration Studies, Human Rights or Business and Counseling from an accredited academic institution with three years of relevant working experience.

Qualifications
• High school diploma with five years of working experience; or,

- Good knowledge of, and experience assisting in the implementation of programme and operational support activities including some exposure to protection and mental health related tasks.
- Relevant experience in project implementation support; experience with training logistics or delivery is an advantage.
- Experience handling administrative activities.
- Experience working on migration-related activities, with exposure to Imigrasi processes and beneficiary contexts.
- Ability to identify needs and assist in the implementation and monitoring of programme activities
- Experience liaising with Government Departments/Authorities and UN and other international organizations, private sector and other stakeholders.
- Ability to draft clear and concise routine reports and correspondence in English.
- High degree of computer literacy.
