Job Description
The Sr. Treasury Associate will work under the guidance of the Chief, Manila Financial Services (MFS) and under the overall supervision of the Head, Manila Financial Review Services, The successful candidate will work
under the immediate supervision of the National Treasury Officer, Manila Treasury Support (MTS) in
coordination with the Treasury (TSY) Unit in IOM Headquarters (HQ).
Responsibilities
Payment Processing
- Execute payments runs in Wave (oracle).
- Monitoring of the Fincoorp ticket for Proof of payments.
- Manual processing of payroll payments (outside Wave).
HQ Liquidity management
- Monitor incoming Funds on HQ bank accounts.
- Prepare the accounting entries file in the Treasury management system for Foreign exchange, mission funding requests and investments. Perform back office functions for HQ in the Treasury Management Software.
- Bonds recording and update excel file: Update the amortized cost calculation quarterly to reflect correct interest income gain to be reviewed by Central Accounting Support unit and recorded in WAVE (Oracle).
- Back up for the update of the daily investment dashboard
- Back up for the daily liquidity reconciliation performed by HQ treasurer team in the Treasury
- Management System.
Control
- Control the manual Missions payment requests to assurance compliance with IOM rules.
- Assist in the control of the missions funding request not processed automatically by the BOT.
- Monitor CITI bank compliance request cases.
Master Data
- Responsible for custody and maintenance of the bank master data (global IOM Mission bank account database).
- Coordinate the creation with WAVE Central Support Team (PCST).
- Validate newly created accounts, update closed accounts and changes in authorized local signatory panel.
- Maintenance of Mission Master Data in Fincoorp ticketing system.
Coordination with other departments
- Coordinate with Manila Human Resource Operation Unit and/or Insurance Unit Manila (IUM) the retirees’ HI premiums received.
- Assist in the coordination with Central Accounting Support, Manila regarding bank reconciliations.
Reporting and data
- Responsible for publishing and sharing of the Bi-Monthly update of Mission and Year UN Operational rates of Exchange Rates (UNORE).
Mailbox management
- Manage MTS mailbox. Respond to routine queries/requests sent to the mailbox in accordance
with procedures.
Bank relationship
- Maintain business relationship with Citibank Electronic Banking Support, Standard Chartered
Bank Client Service Group and China Bank staff.
Perform other related duties as maybe required by the MAC Treasury Supervisor, HQ Treasury and
the Chief, Financial Services/MAC.
Qualifications
EDUCATION
- University degree in Accounting, Finance, or a related field from an accredited academic institution with four (4) years of relevant professional experience; or
- Completed High School degree in the above fields with six (6) years of relevant professional
experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
EXPERIENCE
- High level of computer literacy, especially in MS Excel and PowerPoint applications.
- Good analytical and problem-solving skills with an eye for details.
- Excellent organizational and multi-tasking skills.
- Knowledge of International Public Sector Accounting Standards (IPSAS) is an advantage.
SKILLS
- Computer literacy including proficiency in MS Office applications.
- Good analytical and problem-solving skills.
- Commitment, efficiency, flexibility, self-motivation, creative thinking and strong organizational skills.
