Experience in a development and/or humanitarian Shelter and Settlements programming environment in senior level project management position with demonstrable technical expertise and project implementation supervision.

What you will be doing
The Shelter and Settlement Specialist position is responsible for technical development, strategic direction, and quality assurance as well as monitoring of NRC Palestine’s Shelter and Settlement activities and programme, as well as relevant staff mentoring and capacity development.
The Shelter and Settlement Specialist is expected to follow NRC’s standards, procedures, and guidelines for CC programme governance. S/he is also responsible for the overall strategic planning and coordination of all Shelter interventions, either directly within the Shelter Core Competency (CC) or as an integrated approach across other CCs.
Key responsibilities
Develop the Shelter and Settlement Core Competency strategy, technical SoPs/ guidelines and Macro logframes to enable NRC to respond to humanitarian and recovery needs relevant to the context.
Responsible for technical quality and providing technical direction and project implementation support.
Contribute to identifying funding opportunities, including funding proposals, project budgets, and donor reports. Identify trends in conditions/standards and donor priorities and assess better ways to assist.
Support the consolidation as well as the enhancement of cash and market-based approaches within (and across) NRC core competency responses, where appropriate.
Closely coordinate with all CCs and cross-thematic areas to maximise on integrated programming and promote early recovery.
Ensure the relevant safe programming principles are embedded in all Shelter and Settlement activities.
Responsible for following up on compliance with contractual commitments within the Shelter and Settlement CC and ensure adherence to NRC policies, handbooks, procedures and SoPs/guidelines.
Develop a fit-for-purpose system and tools for continuous quality improvement and learning in Shelter and Settlement programme, and proactively document and disseminate lessons learned; ensure key learnings are extracted from CC implementation and incorporate them in CC development processes.
Represent NRC in relevant forums/clusters, including with relevant authorities.
Provide recruitment support, systematic training, and build capacity of technical staff.
Promote the rights of IDPs/returnees in line with the CO’s advocacy strategy.
What you will bring
A bachelor’s degree from a relevant field of study.
At least five years in a development and/or humanitarian Shelter and Settlements programming environment, including three years’ experience in a senior level project management position.
Knowledge in protection mainstreaming, community outreach/engagement, community capacity building, and/or community-development oriented programming, DRR approaches including environmental analysis.
Experience in needs assessment, project monitoring and evaluation, and technical programme supervision.

Experience from working in complex and volatile contexts, knowledgeable about the
context in Palestine and Arabic language skills is an advantage.
Fluency in English, both written and verbal.
Computer literacy in Microsoft Office, including strong skills in Word, Excel and Outlook.

What we offer
Duty station: Jerusalem, Palestine (maybe relocated to Amman, Jordan).
Contract: 12 months with possible extension.
Travel: 30% travel to NRC areas of operations.
Salary/benefits: Grade 9 on NRC's grading structure.
