UNEP CTCN is looking for an external consultant to design and operationalize three separates but aligned Monitoring & Evaluation frameworks for the UNEP-CTCN AFCIA II sub-programme, the global AFCIA programme, and the broader CTCN portfolio, providing coherent indicators, systems, and capacity-building tools as well as gender responsive approaches to enhance impact measurement and alignment across AFCIA implementing entities.

Duties and Responsibilities
The Adaptation Fund (AF) was established by the Parties to the Kyoto Protocol of the United Nations Framework Convention for Climate Change to finance concrete adaptation projects and programs in developing countries that are particularly vulnerable to the adverse effects of climate change. As of 1 January 2019, the Fund started serving the Paris Agreement. The AFCIA programme was established in 2020, aligned to the Adaptation Fund Strategic Pillar 2 on Innovation, which aims to support rolling out and scaling up successful innovations, encourage and accelerate new adaptation practices, tools and technologies, and generate evidence on the conditions that lead to successful innovation. It encourages, as part of an innovation approach partnerships, iteration, learning and adaptive management. The 5 million USD AFCIA phase I programme implemented by UNEP (Multilateral Implementing Entity) and executed by CTCN provided 25 technical assistances in 23 countries between 2020 and 2025 reaching close to 99.5 million people. The duties of the consultant is to design and operationalize three separates but aligned Monitoring & Evaluation frameworks for the UNEP-CTCN AFCIA II sub-programme, the global AFCIA programme, and the broader CTCN portfolio, providing coherent indicators, systems, and capacity-building tools as well as gender responsive approaches to enhance impact measurement and alignment across AFCIA implementing entities. Output/Work Assignments Specific Duties include: a) Inception phase (Approx. LOE - 5%) – During the inception phase, the consultant will clarify the scope, approach, and deliverables for each component of the assignment through: - Reviewing key documents (AFCIA project documents, AF Strategic Results Framework, existing CTCN M&E tools, existing M&E frameworks used by international organizations). - Holding consultations with AFCIA Implementing Entities (IEs) and the CTCN team to confirm monitoring priorities, data needs, and alignment opportunities across sub-programmes. - Producing of a concise inception report outlining the overall methodology, alignment between the three streams of work, work plan, and proposed timeline. b) Develop M&E framework for UNEP CTCN sub programme AFCIA II (Approx. LOE - 20%) – - Review the UNEP AFCIA II project results framework and classify indicators by data-collection method. - Review the Adaptation Fund Strategic Results Framework (including revised innovation indicators) and map AF indicators to the project-level indicators, identifying gaps and areas requiring additional data. - Develop the full UNEP CTCN AFCIA II M&E plan, including data-collection tools, templates, reporting schedule, and assigned responsibilities c) Develop M&E framework for the global AFCIA programme (Approx. LOE - 25%) – - Review the UNEP AFCIA Coordination Services results framework and classify indicators by data-collection method. - Map AF indicators to the Coordination project results framework to ensure alignment and identify missing data requirements. - Review AFCIA Implementing Entities' M&E frameworks to assess how their project results contribute to the overall AFCIA Coordination Services results framework. - Develop the full monitoring plan for the Global AFCIA programme, including tools, templates, reporting schedule, and assigned responsibilities. - Liaise with M&E focal points in each Implementing Entity to ensure feasibility of data collection and integrate their feedback. - Circulate the draft Global AFCIA M&E plan to all IEs for review and clearance. d) Refine the CTCN M&E framework (Approx. LOE - 30%) - The consultant will strengthen and update the CTCN M&E framework to ensure it provides clear, reliable, and actionable information on the results of CTCN's technical assistance and programme activities. This will include: - Reviewing existing CTCN indicators, data collection methods and reporting tools, and proposing a revised and streamlined set of indicators aligned with the CTCN Programme of Work and UNFCCC Technology Framework. - Developing practical improvements to data collection approaches to enhance consistency, quality, and usability of evidence across adaptation, mitigation and cross-cutting activities. - Incorporating qualitative dimensions into the framework to better capture how and why results are achieved, including factors that support innovation, enabling environments, and successful implementation e) Develop of M&E Guidance and Capacity Building (Approx. LOE – 20%) - The consultant will prepare clear and practical documentation to support the implementation of the AFCIA II sub-programme, Global AFCIA programme, and CTCN M&E frameworks, and will build the capacity of key stakeholders to use them effectively. This will include: - Developing an M&E Guidance Manual explaining how to apply the frameworks, including simple data collection templates, reporting tools, and an Excel-based tracking system for AFCIA Implementing Entities to upload progress against core indicators. - Delivering training and capacity-building sessions for the CTCN Secretariat, AFCIA Implementing Entities, and AFCIA project proponents to ensure they are fully equipped to collect, report, and use M&E data. Expected Deliverables: • An inception report including a short internal summary of the consultations • Summary of consultations with the stakeholders • Three separate monitoring frameworks for the UNEP/CTCN AFCIA II sub-programme, Global AFCIA programme and CTCN • A guidance document on how to use the respective M&E frameworks developed • Training and collaborative training sessions for relevant stakeholders: UNEP/CTCN, AFCIA IEs.
Qualifications/special skills
Advanced university degree in monitoring and evaluation, journalism, knowledge management, education, environment, design or related disciplines. At least 7 years of professional experience in developing monitoring and evaluation frameworks. Past assignments in the design and execution of complex international development results frameworks Familiarity with programming design, implementation and operational challenges in climate, adaptation & environment sectors Demonstrated experience in developing indicators to evidence the impact of climate change projects, programmes and organization and in training climate change professionals on monitoring the impact of their projects, programmes, and organization Work experience in developing countries in more than one region
Languages
Proficient in written and spoken English (mandatory).
