The Position:

The Assistant Representative establishes and maintains technical collaborative relationships with peer counterparts in government, multi-lateral and bilateral donor agencies and civil society to address emerging issues and to facilitate programme delivery and in line with the Country Programme and the strategic guidance of the Representative. 

Internal contacts include the Representative (as primary supervisor and external decision-making authority), supervision of the CO’s programme/technical team, communication with other divisions/branches at HQ, the RO and the SRO, and pertinent counterparts in other country offices. 

External contacts include other UN agencies in country, and counterparts and partners in Country programme activities, including international NGOs, experts etc. 

The Assistant Representative undertakes institutional representation and engagement at the political level when/as formally delegated by the Representative

The Assistant Representative is located in Moldova Country Office (CO) and reports to the UNFPA Representative. S/he acts on behalf of the Representative in his/her absence within delegated authority and pertinent policy protocols.

Job Purpose:

The Assistant Representative has a dual role. S/he plays a substantive role in the development, implementation, and internal coordination of the Country Programme while providing leadership to the programme team in the country office. The Assistant Representative contributes to the planning and management of UNFPA activities in the areas of population and development, youth empowerment, sexual and reproductive health and rights, and gender and gender-based violence. 

Acting as an analyst/advisor, the Assistant Representative proactively provides the Representative with timely, evidence-based information essential to strategic decision-making, including on achievement of results in the implementation of UNFPA programmes grounded in demonstrated mastery of the Country Programme Document (CPD), its results framework, risks, and assumptions.

You would be responsible for:

  • Demonstrates deep knowledge and mastery of the Country Programme Document (CPD), ensuring its consistent translation into annual workplans, programme integration, partnerships, and monitoring. Creates substantive knowledge of population and development, youth empowerment, reproductive health and rights, gender issues in the country, assesses technical assistance needs in these areas and advises Representative on suitability of programmes and projects to address identified priorities. Addresses policy issues and provides substantive inputs to policy dialogue and incorporation of these policies into national plans and strategies, and UN systems initiatives and development frameworks. 
  • Provides substantive leadership and inputs into the design and formulation of programmes and projects ensuring coherence with the approved Country Programme and strategic direction set by the Representative. As guided, supports the translation of UNFPA’s mandate and strategic priorities into local interventions  aligned with Government strategic priorities and approved multi-year thematic area programmes. Introduces into the project formulation process the results of programme and project reviews and evaluations, best practices, as well as innovative strategies, approaches, and policies. 
  • Advises and reports on achievement of programme and project results, proactively measuring substantive progress and effective utilization of financial and human project resources using appropriate monitoring and measuring mechanisms and tools. Leads programme and project implementation, guiding and orienting executing agencies and project personnel, enforcing the established priorities, standards, timelines, and accountability mechanisms and introducing effective modalities and practices of implementation.
  • Creates and documents knowledge by evaluating programmes, projects and ongoing experience for lessons learned, best practices and replicable strategies and approaches. Ensures that knowledge is institutionalized through formal established mechanisms and actively shares and applies this knowledge. Creates mechanisms to collect and share knowledge. 
  • Analyzes population and development, reproductive health and rights, gender and gender-based violence issues in the country to provide substantive inputs to institutional responses and advocacy strategies. Supports the advancement of UNFPA’s policy agenda through technical contributions to public information and advocacy initiatives, in line with the CPD and further guidance. 
  • Contributes to resource mobilization strategy by analyzing information on potential donors, preparing substantive briefs, and contributing to project proposals in line with donor priorities, creating feedback mechanisms and providing information on progress of donor funded projects. Identifies opportunities for cost sharing and resource leverage in support of the Representative-led resource mobilization approach

Qualifications and Experience 

Education: 

  • Advanced degree in Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, Economics, Public Administration, Management, Social or other related field.

Knowledge and Experience:

  • At least 5 years of progressively responsible professional experience in the field of development and population activities, with demonstrated experience in programme/ project design, appraisal, and management. 
  • Proven ability to lead and manage multi-disciplinary teams and partners to achieve demonstrable results. 
  • Excellent written and oral communication skills with the ability to provide clear, evidence-based technical advice, support senior level engagement and maintain effective working relationships with peer government officials and partners in line with institutional guidance.

Languages: 

  • Fluency in English and Romanian is required. 
  • Working knowledge of one or more additional languages relevant to Moldova, including Russian, Bulgarian, Gagauzian, Romani, Ukrainian, or sign language is an asset.
