Duties and Responsibilities
Background of the assignment: The United Nations Office on Drugs and Crime (UNODC) is the global leader in the fight against drugs, organized crime, corruption and terrorism. UNODC’s work is guided by a broad range of international legally binding instruments and a set of United Nations standards and norms on crime prevention and criminal justice, including the United Nations Convention Against Corruption (UNCAC). As guardian of the UNCAC and secretariat to the Conference of the States Parties to the Convention, UNODC has the mandate to provide support and technical assistance to States parties to effectively implement the Convention. Ratified by 191 States parties as of June 2025, the is the most comprehensive international legally binding instrument to prevent and fight corruption. States parties to the UNCAC are obliged to take legislative and other measures in the areas of prevention, criminalization and law enforcement, international cooperation and asset recovery. The Implementation Review Mechanism (IRM) was established as a mandatory peer-review process to assess States parties’ compliance of the UNCAC. The IRM has produced a great wealth of data, in particular relevant national laws. In resolution 4/1, the Conference took note of the thematic reports on the implementation of UNCAC chapters III and IV and invited States parties to be guided by the experience accumulated in those reports in implementing their obligations under the UNCAC and requested the secretariat to continue its work to enrich the findings contained in those reports as more reviews are finalized. In resolutions 7/6, 8/8 and 9/6, the Conference highlighted the importance of the secretariat’s work on report preparation of the UNCAC’s implementation. In resolution 8/2, the Conference welcomed the thematic implementation reports and regional supplementary addenda prepared by the secretariat and encouraged States parties, the United Nations and other stakeholders to make full use of those documents. In its decision 10/1, the Conference extended the duration of the second cycle of the IRM until June 2026 to allow for the completion of country reviews. The basis for the preparation of these thematic reports are the outcome documents of the implementation review mechanism. The first review cycle is almost complete, with 181 out of 190 executive summaries completed, while the second cycle is ongoing, with 130 out of 190 executive summaries adopted. UNODC supports the preparation and publication of the final reports analyzing UNCAC implementation by States parties. The country reports, drafted based upon the information found in the Executive Summaries, enhance analyses of the strengths, gaps, and trends in UNCAC implementation and will be presented for consideration at the Conference of State Parties to the Convention and its subsidiary bodies. Due to the substantial increase in workload of the various streams of CEB’s programme, the Individual Contractors will support the Chief (CSS/CEB) and the Substantive Officer assigned to the project on finalizing the country reports. Specific tasks to be performed by the Individual Contractor: Under the overall supervision of the Chief of CSS/CEB and the guidance of the substantive officer, the Individual Contractor will perform the following specific tasks: • Copy, analyse, expand and build upon the information contained in the executive summaries of the country reviews that are completed at the time of the start of this contract, information provided by States parties on a voluntary basis in the framework of their country reviews to adapt the text of the draft final country review reports. • During the integration process, include the legislation missing in part a) of the draft final reports and the observations under part b); verify consistency with parts a) and b) of both documents, ensuring a coherent flow of information, paying particular attention to the match with challenges and good practices underscored in the process, resolve issues and correct errors in the data. • Review the information in each Executive Summary and draft reports verifying consistency, comparing data to ensure highest quality standards for the integration of information from the Executive Summary to the draft Final Report. • Identify gaps and overlaps between the executive summaries and the draft final reports, and make amendments, as necessary. • Research and collect information and data to supplement the assessment of thematic areas of relevance to the implementation of chapters II to V of Convention making use of the framework established by the Convention. • Ensure that data on relevant successes, good practices, challenges and observations contained in the country review reports is exactly mirroring the text of the Executive Summary in line with the terms of reference of the Review Mechanism and guidance of the Conference and the Implementation Review Group. • Check and verify data from draft country review reports that are partially finalized by States parties through the UNCAC Implementation Review Mechanism and add new information, as required by the substantive officers. • Edit the final reports ensuring quality control based on language knowledge and include relevant information after the review of the substantive officers in charge of those reviews. • Support the communication with State parties for the adoption of the draft Final Reports and integrate modifications requested by the Reviewing State parties and State Parties under review. • Support the finalization of 53 country review reports involving an assessment of thematic areas of relevance to the implementation of chapters II to V of the Convention, thus assisting the Implementation Review Group and the Conference in their deliberations regarding the implementation of the referenced chapters and the negotiation of the next phase of the implementation review mechanism.
Qualifications/special skills
• A high school diploma or equivalent is required. • A minimum of two (2) years of working experience, preferably in law, with specialization in criminal justice/international law is required. • Knowledge of international law related to anti-corruption, including thorough familiarity with issues pertaining to the implementation of Chapters II to V of the Convention; familiarity with anti-corruption issues, particularly related to the UN Convention against Corruption and its inter-governmental process, is required. • Familiarity with computer-based applications, online library and legal search engines and methodologies, survey tools and statistical functions to gather and analyse information is required, including very good knowledge of MS Office programmes and tools, in particular Microsoft Word and Excel is required • Excellent written communication skills, including drafting, formulation and reporting skills, are required • Previous experience with the United Nations, knowledge of and experience with the work of UNODC, particularly related to anti-corruption, is required
Languages
• English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English and French is required. Knowledge of another official United Nations language (Arabic, Chinese, Russian or Spanish) is an advantage
