JOB CONTEXT:
The Palestine mission was up to February 2025 part of the Mashriq regional program, which covers Egypt, Iraq, Jordan, Lebanon and Palestine. However, the mission is now under the direct management of the Emergency Division (HQ).

·       Since 2023, HI has been implementing a mix of humanitarian and development projects in the Gaza Strip and the West Bank, including a long-term rehabilitation project in Gaza;

·       The conflict between Hamas and Israel that began in October 2023 has triggered a devastating humanitarian crisis in the Gaza Strip. As of May 2025, at least 121,950 Palestinians have been injured, with thousands suffering from amputations or permanent impairments, including children. This surge in severe injuries underscores the urgent need for comprehensive rehabilitation support;

·       Current sectors of activity: physical rehabilitation, humanitarian mine action, humanitarian logistics, education in emergencies, emergency preparedness, disability mainstreaming/inclusion in humanitarian action, advocacy;

·       Main challenges: High security risks, access constraints (including registration challenges), and potential further escalation in West Bank and East Jerusalem.

YOUR MISSION:
Reporting to the Country Director, the role of the Palestine Humanitarian Access and Security Manager (HASM from now on) for OpT is to help ensure the security of HI’s personnel and property and develop HI’s access to vulnerable populations to the greatest extent possible in very volatile contexts. More specifically, the Palestine HASM will contribute to the operational safety of the Palestine teams by accompanying and supporting the people in charge in the various HI entities.

Objective 1: MANAGEMENT:

  • A manager who leads by example: embodies HI’s values on a day-to-day basis and is a role model;
  • A manager who gives meaning: comprehends strategy, clarifies it, translates it into operational objectives for his or her team and manages the necessary changes. Gives meaning to every act of management. Within this framework, encourages the exchange of practices within and between divisions. Encourages innovation and risk-taking;
  • A manager who administers: organises the operational management of his or her team, structure the work to be done in accordance with identified processes, drives performance and facilitates the resolution of problems;
  • A manager who assumes HR responsibilities and coaches his or her team members: contributes to the development of his or staff, creating the conditions necessary to ensure their engagement, professionalization and attachment to HI;
  • Ensures respect of HI’s code of conduct and institutional policies and is vigilant with regard to expected attitudes and individual and collective behaviours.

Objective 2: STANDARDS AND EXPERTISE:

  • Supports the development, updating and implementation of HI’s HAS system on the programme (procedures, documents and tools);
  • Ensures the implementation of HI's security policy, operational guide and the new security guidelines issued by headquarters if any;
  • Recommends when need be the development of specific procedures, guidelines, SOPs for a specific context;
  • Support the country in the drafting, revision and implementation of the operational strategy (StratOp) as part of his or her responsibilities.

Objective 3: OPERATIONAL IMPLEMENTATION

Responsibility 3-1: Context monitoring and strengthening the acceptance of HI’s programme:

  • Monitors and analyses the regional context together with the HAS colleagues posted in the region (Gaza, Jerusalem, Yemen, Syria, Lebanon among others).

Responsibility 3-2: Operational security management

  • Produces security analyses and recommendations on a needs basis and depending on the context evolution;
  • Takes part in the planning of all the operations and the definition of the resulting security framework;
  • Provides advice and guidance on evolving security risks, resource requirements, security frameworks and documents, strategies and sharing of good practices for the security management of HI activities in the country, including input necessary for the definition of future project proposals;
  • Makes regular visits to the field to support the offices in the provinces if need be;
  • Ensures good internal coordination in all matters relating to security, particularly with Operations and Logistics on safety aspects;
  • Participates in the management of incidents/crises: analysis, technical support, recommendations, implementation, reporting, lessons learned, adjustments to frameworks, etc;
  • Has an alert and checks & balances role in the monitoring and management of the programme’s security.

Responsibility 3-3: Humanitarian access ongoing analyses of the humanitarian context and key actors, identifying obstacles to access and opportunities for improvement:

  • Supports the Country Director with the creation of a strategy to improve humanitarian access specific to the programme.

Responsibility 3-4: Capacity-building and training in the fields of security and humanitarian access:

  • Evaluates the needs of HI staff on the programme and supports the implementation of the HAS training plan (including internal and external training: Hostile Environment Awareness Training, Security management, humanitarian negotiation…);
  • Ensures the training and ongoing capacity-building of staff in charge of HAS; · Develops a culture of security within the programme;
  • Takes part to briefing and Induction of new arrivals;
  • Gives regular security updates to all staff; · Facilitates internal coordination with all the services concerned (information sharing, bilateral meetings, etc.).

Responsibility 3-5: Emergency preparedness:

  •  Directs emergency preparedness actions in his or her department and, in the event of an emergency, reorganises the priorities of his or her team according to humanitarian imperatives to ensure a rapid and effective response from HI;
  • Contributes the programme’s emergency preparedness actions and, in an emergency, adapts his or her working methods to contribute to an effective humanitarian approach by HI.

Objective 4: Representation and Coordination:

  • Represent HI in a bilateral meeting with humanitarian actors and with local actors when needed;
  • Maintain and expand HI’s network of contact with key staff of INGOs or UN agencies specialized in analysis and security and with security access referent of other governmental.

CHARACTERISTICS OF THE POSITION:
HI has established premises with the capacity to accommodate international staff and has put in place the necessary security systems to manage their presence. In both Gaza and the West Bank, the security context is volatile and might improve or worsen in the coming weeks and months (depending on the ongoing dialogues). The selected candidate will be thoroughly briefed about the context and the security systems before deployment to Gaza.

Due to the current difficulties in obtaining an authorization to enter Gaza, it is possible that the selected candidates will have to carry out part or all of their mission from Amman. This situation is beyond our control and beyond the responsibility of our organization.

Requirements

YOUR PROFILE:

  • At least 5 years experience as a Security Manager, Analyst or Manager with security responsibilities in unstable countries / conflict area;
  • Experience of working with INGO and experience of working with teams of people with varying experience of security planning and management;
  • Being capable of helping team members to progress: developing his or her staff‘s ability to work autonomously;
  • Actors mapping and context analysis in relation to programme strategy.
