Within the framework of the IOM Development Fund project on mainstreaming migration and climate change perspectives into the National Adaptation Plan (NAP) processes in North Macedonia, IOM will provide support  in integrating of human mobility considerations into national climate adaptation planning.(NAP)

Under Output 1.2, the project will provide government stakeholders with gender-sensitive tools and coordination mechanisms to mainstream the migration, environment, and climate change nexus into the NAP. The Consultant will play a key role in providing technical expertise, facilitating consultations, drafting gender-responsive policy inputs, and supporting the organization of technical meetings and workshops with relevant ministries and institutions.

Responsibilities

Duties and Responsibilities:

The Consultant will work under the overall supervision of IOM’s Project Coordinator and in close coordination with IOM’s Regional Climate Action and Mobility Specialist in Vienna. The Consultant will be responsible for the following tasks:

Technical Guidance & Tools

  • Share and contextualize the UNFCCC “Technical Guide on Integrating Human Mobility and Climate Change Linkages into Relevant National Climate Change Planning Processes” with relevant government representatives.

  • Ensure that the Technical Guide and related knowledge products are communicated in an accessible, practical, and gender-sensitive manner.

Stakeholder Engagement

  • Participate in the technical meetings with government representatives and key stakeholders to support the integration of human mobility in the NAP.

  • Prepare background notes and reports for each meeting with future recommendations on mobility integration.

Policy Advice

  • Provide policy advice to national institutions on human mobility developments in the UNFCCC process (e.g., WIM ExCom, Task Force on Displacement, Adaptation Committee).

Drafting & Review of NAP-related Inputs

  • Provide gender-sensitive written inputs and technical comments to draft NAP-related documents, including the main NAP text, ensuring alignment with international standards and local priorities.

  • Coordinate closely with IOM Office in Skopje and with IOM’s Regional Office in Vienna to ensure coherence of inputs.

Reporting & Knowledge Sharing

  • Prepare short progress updates and a final consultancy report documenting achievements, lessons learned, and recommendations for sustaining mainstreaming of MECC into the NAP

Tangible and measurable outputs of the work assignment

  • Participate in the technical meetings organized and documented with clear outcomes (Output 1.2.2).

  • Policy notes and advice provided to relevant institutions on UNFCCC mobility-related developments (Output 1.2.3).

  • Monthly progress meeting with timesheet.

  • Final consultancy report submitted.

Realistic delivery dates and details as to how the work must be delivered. The detailed work plan and delivery dates will be directly confirmed with the consultant upon the outset of the consultancy. 

Performance indicators for evaluation of results

The consultant’s performance will be evaluated against the following criteria: timeliness, responsibility, initiative, communication, and quality of the products delivered. 

  • Satisfactory completion of all tasks indicated in this ToR. 
  • Timeliness and quality of deliverables.
  • Clear, actionable, and gender-sensitive policy inputs to the NAP process.
  • Effective facilitation of stakeholder meetings.
  • Positive feedback from government counterparts and IOM supervisors.
  • Final report delivered to IOM’s satisfaction.

Qualifications

Education: 

  • Advanced university degree in environmental policy, climate change, migration studies, international development, or a related field.

    Experience

  • Minimum five years of experience in climate change adaptation, migration, or related policy fields.
  • Proven experience in technical advisory roles, policy drafting, and multi-stakeholder consultations.
  • Familiarity with UNFCCC processes, particularly relating to adaptation and human mobility.
  • Previous experience working in North Macedonia or the Western Balkans is an asset.
  • Demonstrated ability to integrate gender-sensitive approaches into climate or migration programming.
  • Experience in liaising with governmental and international organizations.
  • Excellent written and verbal communication skills in English.
  • Computer literacy, including proficiency in Microsoft Office applications.
  • Ability to work effectively with people of different nationalities, religions, and cultural backgrounds.
  • Gender awareness, sensitivity, and ability to integrate a gender perspective into all tasks.
