Context
The main objective of the Resource Mobilization Division (RMD) is to increase financial support to advance IOM’s mission as stipulated in its Strategic Plan. The Division’s core function involves building and maintaining relationships with donors, mobilizing funds, diversifying IOM’s resource base, and enhancing IOM’s collective resource mobilization efforts.
Given IOM’s decentralized structure, donor engagement and resource mobilization functions are shared by different organizational and geographic units. As such, the Division plays a pivotal role in streamlining and enhancing these functions. The Division adds strategic value by not only coordinating these efforts but also by offering essential guidance, developing and disseminating knowledge, and reinforcing organizational capacity to raise funds. RMD serves as a central hub to ensure a cohesive and effective approach to donor engagement and resource mobilization within IOM’s decentralized structure.
Under the direct supervision of the Resource Mobilisation Division Director, the Resource Mobilization Officer (Flexible Funding and Visibility) will act as RMD point of entry for flexible funding and donor visibility, with additional donor liaison responsibilities for strategic donors of flexible funding.
Responsibilities
- Provide technical and coordination support to the Flexible Funding Unit (a cross-organizational team).
- Support efforts to increase the organisation’s ability to negotiate and sustain flexible funding, including initiatives with donor focal points in RMD, Country Offices for Partnerships and Advocacy (COPAs) and donor capitals to raise flexible funds.
- Contribute to the creation and implementation of a Donor Visibility Strategy for IOM, in close coordination with the Department of Media and Communications Unit (DMC), including providing global and field-oriented guidance and oversight.
- Support key donor visibility efforts for strategic initiatives such as flagship publications, high-level meetings, and flexible funding.
- Coordinate and review social media content for the RMD Director and wider IOM global/main accounts, specific to donor visibility.
- Manage the relationship with key donors of flexible funding, as assigned by the Director RMD.
- Perform such other duties as may be assigned.
Qualifications
Education
Master’s degree in International Relations, International Development, Political or Social Sciences, Migration Studies, Law, or a related field from an accredited academic institution with five years of relevant professional experience; or,
University degree in the above fields with seven years of relevant professional experience.
Experience
Experience in technical writing and editing, preferably in the international development/humanitarian sector;
Previous experience and knowledge of donor funding mechanisms, particularly those related to flexible funding;
Experience with creating and leading institutional guidance and improvement plans;
Experience in donor or partner visibility, particularly using storytelling to communicate impact to a varied audience;
Experience in resource mobilization and/ or successful donor visibility at country level is an advantage;
Experience in donor relations and grant management for specific donors of IOM’s interest;
Demonstrated experience in coordinating cross-divisional and cross-thematic processes, including experience coordinating a working group or similar entity; and,
Experience working in international organization and knowledge of the UN system.

Language
IOM’s official languages are English, French and Spanish. All staff members are required to be fluent in one of the the three languages.
For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
