2. Office/Unit/Project Description
UNDP is the UN's global development network, an organization advocating for change and connecting countries to knowledge, experience and resources to help people build a better life.
UNDP positions itself as a development partner that brings global knowledge, through a multi-sectoral approach – the key comparative advantage of UNDP - and concentrates its work on 3 programmatic fields: i) Inclusive and Sustainable Growth, ii) Inclusive and Democratic Governance, iii) Climate Change and Environment.
CCE Portfolio focuses on three programmatic areas that complement each other: 1-Natural Resource Management contributing to sustainable environment management and conservation of natural resources in production landscapes, within the general framework of the ecosystems approach; 2- Climate Change and Disaster Resilience (including chemicals and waste) strengthening institutional capacities for analysis and risk management for resilience with a specific emphasis on climate change, and 3- Cooperation with relevant stakeholders to promote energy efficiency and renewable energy.
Türkiye approved ratification of the Kigali Amendment in March 2021 and ratified on 10 November 2021. The country has progressed in meeting its commitments relevant to the Montreal Protocol and its amendments through implementing several programs, laws, and other policy instruments such as codes and standards. The country has phased-out Ozone Depleting Substances (ODS) and Hydrochloroflourocarbon (HCFC) consumption much beyond the limits established by the Montreal Protocol phase-out schedule, nevertheless, this achievement has also resulted in an increase in Hydrofluorocarbon (HFC) consumption. In this regard, Türkiye has elaborated many national plans that contribute to reducing the consumption of ODS and HFCs, as well as increasing energy efficiency (EE) and cooling demand reduction.
Stage I of the Kigali Implementation Plan (KIP) for Türkiye has been developed by the government of Türkiye through its National Ozone Unit (NOU), which operates within the Directorate of Climate Change of the Ministry of Environment, Urbanisation, and Climate Change (MoEUCC). This project document has been prepared with the support of UNIDO as the Lead Agency and UNDP as the Cooperating Agency. Stage I of the KIP aligns with the cost guidelines for the phase-down of HFCs in Article 5 countries as specified by the Executive Committee Decision 92/37. The Executive Committee approved, in principle, stage I of the KIP for Türkiye for the period 2024–2029 to reduce, by 2029, HFC consumption by 14.4 per cent of the country’s baseline.
Stage I of the KIP will be implemented in three tranches. Under the stage I of KIP, UNDP will be responsible for:
Component 1: Regulatory framework and control mechanism
Component 2: Project addressing end users (establishing an accredited testing laboratory)
Component 3: Technical assistance and monitoring the use of HFCs as fire extinguishing agents, solvent and propellant in aerosol sector
Component 4: Campaigns on regulation, energy efficiency, and climate change
The Project Manager (PM) will allocate %100 of his/her time to the Kigali Implementation Plan (KIP) for the Republic of Türkiye Project for the whole project’s duration. The Project Manager (PM) is the senior-most representative of the Project Management Unit (PMU) and is responsible for the overall management of the project, including the activities executed by UNDP and RP, and mobilization of all project inputs, supervision over project staff, responsible parties, consultants, and subcontractors. The project manager typically presents key deliverables and documents to the board for their review and approval, including progress reports, annual work plans, adjustments to tolerance levels, and risk registers.
3. Scope of Work
The Project Manager has the authority to run the project on a day-to-day basis on behalf of the Implementing Partner within the constraints laid down by the Board. The Project Manager’s prime responsibility is to ensure that the project produces the results specified in the project document, to the required standard of quality and within the specified constraints of time and cost. The PM will be recruited in accordance with UNDP regulations and will be based in Ankara. S/he will report to the UNDP Climate Change and Environment Portfolio Manager. The PM will be responsible for overall project coordination and implementation, consolidation of work plans and project papers, preparation of quarterly progress reports, reporting to the project supervisory bodies, and supervising the work of the project experts and other project staff. The PM will also closely coordinate project activities with relevant Government institutions (if applicable) and hold regular consultations with other project stakeholders and partners.
Project and Financial Management
The Project Manager (PM) will allocate %100 of his/her time for the Kigali Implementation Plan (KIP) for the Republic of Türkiye Project for the project’s whole duration in coordination with the CCE Portfolio Manager, Projects Implementation Administrator, M&E Officer, and the project staff.
- Overall coordination, supervision, and provision of technical assistance to develop the project implementation plans and to monitor its implementation in Türkiye.
- Coordinate the implementation of project activities defined in the project document.
- Preparing Annual Work Plans (AWP), budgets, and procurement plans accordingly.
- Taking necessary actions to comply with the approved AWPs and procurement plans.
- Ensure the identification and the creation of necessary links with stakeholders to implement the project.
- Drafting the ToRs with regard to procurement of goods and services under the guidance of the Implementing Partner and with support from UNDP to ensure timely mobilization of local and international experts, as well as the supply of services and goods.
- Managing and monitoring the contracts signed with third parties in order to ensure the receipt of high-quality services on time.
- Monitoring progress towards overall project results through supporting regular review of activities and results at the country level, and through encouraging regular collection of data as indicated in the monitoring and results framework.
- Ensuring otherwise successful completion of the project in accordance with the stated outcomes and performance indicators summarized in the project’s log-frame matrix and within the planned schedule and budget.
- Identify gaps in project outputs and make the necessary adjustments.
- Production of financial and managerial information, such as annual project progress reports and project financial reports, including analysis of expenditure;
- Monitor and update financial data relating to the project on a timely basis.
- Ensure the effective usage of funds for the implementation arrangements.
- Supervise the performance of the project team members, including experts, to ensure that all tasks are executed in order to meet the objectives of the project.
- Ensure procurement, including supervision of contracts and staffing requirements of the project, to meet and comply with rules and regulations.
- Preparation and presentation of project status reports to the Project Steering Committee, MoEUCC, and UNDP.
- Supervise the preparation and submission of reports - financial and narrative reports to donors, partners, the Project Steering Committee, as well as to UNDP.
Representation and Outreach
- Coordinate communication among project partners, UN Agencies, other international organizations, the Private Sector, NGOs, Academia, and Government in Türkiye.
- Provide the implementing partner and/or National Project Director and Project partners with periodical information about the implementation of Project activities.
- Plan and implement the dissemination of tools, publications, and products of the project.
- Participate in events, meetings, seminars, and consultations planned as part of the project.
- Represent the project at the national and international levels.
Policy Support, Knowledge-sharing, and Advocacy
- Undertake periodic project reviews and visits to support strategic planning, monitoring progress of the activities and results, promote knowledge-sharing, and enhance advocacy work.
- Coordinate and supervise studies and research conducted under the project framework.
- Establish systems for documenting and analyzing the conditions enabling notable impact of the project initiatives. Ensure information flow on lessons learned, promising approaches, and less promising approaches between project partners and UNDP.
- Support institutional learning, promote the systematization of lessons learned, results, and knowledge findings as a result of the impact of the project.
- Attend Project meetings within the executive agency, UNDP, and project partners, and other forums for coordinating planning and quality Project implementation, as relevant; provide further support to the Project team as necessary, including support in drafting Project-related terms of reference, organizing Project workshops, etc.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
4. Institutional Arrangement
The Project Manager will report to the CCE Portfolio Manager and will work in co-operation with the Projects Implementation Administrator and CCE M&E Officer to ensure the project inputs are administered timely and efficiently according to UNDP rules and procedures. The Project Manager is expected to work in the premises of the Directorate of Climate Change under the Ministry of Environment, Urbanization and Climate Change, as requested.
