C. University deans are engaged with, to secure support for accessing lecturers and the contextualization of the UNODC modules by local universities. D. The dissemination and usage of survey tools are supported, developed as part of the MEL component of the project, among private sector representatives, academic stakeholders, and students. E. The organization of Training of Trainers (ToT) workshops is facilitated, to build the capacity of lecturers to teach and incorporate the contextualized modules into their courses. The fee will be based on the qualifications and experience of the selected candidate. Payments will be made in instalments upon satisfactory completion, to be evaluated by the supervisor, of the deliverables and as described in this document. All outputs should meet the satisfaction of the supervisor according to the pre-agreed indicators pertaining to the specific outputs, quality of work and timeliness of delivery. The written deliverables must be supported by relevant documentation and primary data, and contain a clear indication of sources/source materials. Use of artificial intelligence must be made transparent. Media and other unverified sources are to be avoided. All tasks must be conducted in close consultation with the Crime Prevention and Criminal Justice Officer and in coordination with relevant UNODC staff. Plagiarism and unauthorized use of copyrighted materials will not be tolerated. All written deliverables must be in line with the UN spelling and editorial guidelines.

Duties and Responsibilities

1 . Background of the assignment: The United Nations Office on Drugs and Crime (UNODC) is a global leader in the fight against illicit drugs, crime, corruption and terrorism, with widely recognized expertise and specialization on issues pertaining to international cooperation in criminal matters. Established in 1997 through a merger between the United Nations Drug Control Programme and the Centre for International Crime Prevention, UNODC operates in all regions of the world through an extensive network of field offices. The work of UNODC is guided by a broad range of international legally binding instruments and a set of United Nations standards and norms on crime prevention and criminal justice. UNODC, as guardian of the United Nations Convention against Corruption (UNCAC) and secretariat to the Conference of the States Parties to the Convention, has the mandate to provide support and technical assistance to States Parties to effectively implement the Convention. The backbone for UNODC anti-corruption work is the normative framework provided by UNCAC. UNODC possesses extensive experience and in-depth substantive expertise, delivering and adapting technical assistance to Member States upon request and working with a variety of national, regional and international stakeholders. Moreover, UNODC possesses substantial experience in developing technical tools, and disseminating and facilitating exchange of good practices in the fight against corruption. The Global Programme to Prevent and Counter Corruption through effective Implementation of the United Nations Convention against Corruption in Support of Sustainable Development Goal 16 seeks to build upon and ensure the continuation of UNODC’s anti-corruption efforts. The Global Programme provides a framework for the delivery of UNODC services with the objective of preventing and combating corruption through effective implementation of UNCAC in support of the achievement of Sustainable Development Goal 16 of the 2030 Agenda for Sustainable Development. The UNODC project Integrity Engine, as part of the Global Programme to Prevent and Counter Corruption through effective Implementation of the United Nations Convention against Corruption in Support of Sustainable Development Goal 16, aims to support this process by strengthening business integrity and by leveraging the transformational potential of artificial intelligence and youth. The project activities will be implemented in Brazil, China, India and Malaysia and will aim to establish a talent supply chain by training university students on anti-corruption and integrity who are available for the private sector to recruit. This will be possible by establishing and implementing an integrity education programme that fosters ethical decision-making in private sector employees and empowers them to serve as “anti-corruption ambassadors and champions” in companies. The ultimate goal is to foster ethical decision-making in the private sector by equipping young graduates with ethical mindsets and skills at the start of their careers. To generate the impact sought, the project will bring together local academics and private sector representatives to develop contextualized university modules on anti-corruption, integrity and ethics, training lecturers to teach these modules, teaching students based on these modules, and establishing a network of anti-corruption ambassadors and champions' network. Monitoring, evaluating and learning (MEL) activities will be implemented to ensure the highest impact of the modules on student and alumni attitudes, behaviours and decision-making capacity. The first year of the project involves creating the contextualized materials that will form the basis of the project’s integrity education programme in university and companies, and organizing and delivering Training of Trainers (ToT) workshops to build the capacity of university lecturers to teach the contextualized materials effectively. To implement this plan, UNODC will establish local working groups in each project country. The working groups are composed of key business representatives and academics who will work to develop the contextualized university modules on anti-corruption, integrity and ethics, and set the stage for the ToT workshops. In this context, UNODC is seeking to engage a consultant as the ‘Working Group Leader’ for the Working Group in China. The consultant will coordinate the said working group to ensure that it carries out its tasks effectively and in a timely manner and will support UNODC in implementing the follow-up ToT and MEL activities. Under the overall guidance of the Crime Prevention and Criminal Justice Officer (CEB), the consultant will be required to report on the progress and outcomes, as elaborated below. The consultant will also work in coordination with other UNODC staff and consultants as necessary. 2. Purpose of the assignment: The purpose of the assignment is to assist TSS/CEB, the programme managers and the substantive officers, to promote the development and implementation of an innovative integrity education programme in universities in China under the Integrity Engine project of UNODC. 3. Specific tasks to be performed by the consultant: Under the overall supervision of the Crime Prevention and Criminal Justice Officer (CEB) and the guidance of relevant programme managers and substantive officers, the consultant will perform the following specific tasks: A. Support the establishment of a Chinese Working Group by engaging representatives from universities and companies in China. B. Coordinate the activities of the Chinese Working Group to develop innovative and contextualized anti-corruption, integrity and ethics modules, and pilot one module on anti-corruption and artificial intelligence. C. Engage with university deans to secure support for accessing lecturers and the contextualization of the UNODC modules by local universities. D. Support the dissemination and usage of survey tools, developed as part of the MEL component of the project, among private sector representatives, academic stakeholders, and students. E. Facilitate the organization of Training of Trainers (ToT) workshops to build the capacity of lecturers to teach and incorporate the contextualized modules into their courses.

Qualifications/special skills

• An advanced university degree (Master’s degree or equivalent) in legal studies, business, management, education, social science or humanities or another related field, is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree; • A minimum of five (5) years of experience in research and teaching on topics linked to integrity, ethics and anti-corruption at the national and international level is required; • Extensive knowledge of educational standards, academic methodology, pedagogy and teaching methods in China and at the international level is required; • Experience in facilitating workshops and consultations with diverse stakeholders, including academia and the private sector, is required; • Capacity to work independently and with minimal supervision is required; • Excellent command of MS Excel, MS Word and MS PowerPoint is required; • Familiarity with the UNODC Global Integrity Education project and the UNODC GRACE University Modules on Integrity and Ethics, and Anti-Corruption is desirable; • Previous experience with the United Nations or other international organizations is desirable.

Languages

• English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English and Chinese is required. Knowledge of another official United Nations language is an advantage.
