Established in 1951, IOM is the leading intergovernmental organization in the field of migration, working closely with governmental, and non-governmental partners. IOM’s work is focused on three objectives, 1) saving lives and protecting people on the move: prioritising safety, dignity and protection of in crisis response contexts; 2) driving solutions to displacement: addressing risks and impacts of climate change, environmental degradation, conflict and instability; and 3) facilitating pathways for regular migration: promoting inclusive approaches to safely connect people, goods, services and innovation.
In Lebanon, IOM’s Labour Mobility and Social Inclusion (LMI) unit leads projects and provides thematic oversight related to labour mobility (including complementary labour and educational pathways for refugees), labour migration governance, migration business and human rights, and private sector and diaspora engagement. Since 2024, LMI, in coordination with other thematic units related to vocational training and resettlement, has been implementing the Abeona programme which supports displaced Syrians in Lebanon who have credentials, skills and work experience to access complementary labour pathways to third countries. The programme supports candidates through skills development (including vocational and language training), job matching, migration planning and post-arrival services. Initially funded by the Government of Italy, a second phase of this programme has been funded by the EU through a broader interagency programme supporting durable solutions for Syrian refugees in Lebanon, including facilitated returns, immigration and employment regularization, and access to complementary labour pathways.
Under the overall supervision of the Head of Programmes in Beirut, Lebanon, and direct supervision of the Senior Programme Manager (Labour Mobility); and in collaboration with relevant units in the Lebanon country office and other country offices in countries of destination, the successful candidate will be responsible and accountable for supporting the implementation of the Abeona programme.
Responsibilities
Assist in the implementation and monitoring of project activities.
Retrieve, compile, summarize, analyse, and present information/data on specific project topics.
In coordination with the Senior Programme Manager (Labour Mobility), monitor budget; verify availability of funds; obtain necessary approval and update budget related information.
Act as focal point for administrative coordination of project implementation, involving extensive liaison with diverse organizational units and external parties to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, etc.
Draft status reports, identify shortfalls in delivery, bring them to the attention of the supervisor and suggest remedial actions.
Draft correspondence on project issues; prepare and update reports, briefing notes, graphics, statistical tables, presentation and other forms of documentation.
Respond to complex information requests and inquiries; set up and maintain files/records; organize meetings, workshops and training sessions;
Participate in meetings and conferences; assist in coordinating implementation activities with local authorities, partners, United Nations agencies, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to regular labour pathways.
Assist in monitoring work of implementing partners and report non-compliances to the supervisor.
Provides guidance/training to new/junior staff.
Perform other related duties as assigned.
Qualifications
School diploma with five years of relevant experience; or,
Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with three years of relevant professional experience.
Experience in liaising with governmental authorities, national/international institutions, United Nations agencies, the private sector and non-governmental organizations;
Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups;
Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage; and
Prior work experience working on skills development and job-matching for migrant workers and/or refugees (including through complementary labour pathways) is an advantage.
In depth knowledge of the broad range of migration-related subject areas dealt with by the Organization;
Knowledge of labour migration programmes, including complementary pathways for refugees;
Highly organized with an attention to detail;
Knowledge of UN and bilateral donor programming; and
Knowledge of financial rules and regulations.
