Job Description: Chief, Legal (Transactions):
The New Development Bank (“NDB” or “Bank”) is a multilateral development bank established to mobilize resources for infrastructure and sustainable development projects. The Legal Department provides expert legal services to ensure the Bank’s activities comply with its Articles of Agreement, policies, guidelines and all applicable internal regulations.
The Chief, Legal (Transactions), is a senior leadership position reporting directly to the Director General and Legal Counsel. This role is responsible for providing strategic legal oversight and expert guidance for the Bank’s core operational mandate, sovereign and non-sovereign transactions, treasury and capital markets activities.
Duties And Responsibilities:
Under the guidance and strategic direction of the Director General and Legal Counsel, the incumbent will:
- Execute Strategic Legal Leadership: Manage the provision of expert legal advice on the Bank’s public sector (sovereign) and private sector (non-sovereign) guaranteed transactions, special funds and other operations as contemplated by the NDB Articles of Agreement, aligning all legal advice with the Legal Department’s strategic objectives.
- Lead Treasury and Capital Markets Legal Support: Assume responsibility for the legal work related to the Bank’s treasury activities.
- Identify and Assess Legal Risk: Identify, assess and report legal risks arising from sovereign and non-sovereign transactions and treasury operations, and advise on appropriate legal risk mitigation strategies.
- Supervise High-Quality Legal Output: Lead and review the Transactions Legal Team’s work in preparing, drafting, and reviewing complex legal documentation, ensuring all outputs meet the high standards of excellence set by the Legal Department’s leadership.
- Lead and Develop the Transactions Legal Team: Directly supervise the legal staff and other personnel within the Transactions Legal Team. Be responsible for their professional development, performance management, and the fostering of a collaborative and high-performing team culture.

Position requirements:

Education: A master’s degree or equivalent in Law from a reputed university. A bachelor’s degree with significant additional relevant experience may be considered in lieu of a master.
Experience: Minimum of 12 years of post-qualification, relevant work experience gained in a multilateral development bank or equivalent, a regulated private/public sector financial institution, or a leading international law firm. Admission to practice law in at least one of the Bank’s member countries is required.
Managerial Experience: Experience in leading and managing a team of legal professionals in the above contexts is considered as essential.
Expertise: In-depth knowledge of all legal aspects of the full range of relevant banking operations, activities and regulations. Proven experience in delivering prudent, consistent, and reliable decisions to maintain legal compliance in a complex global organization.
