In the Middle East Region, MI is operating in the context of the humanitarian crisis in Syria since 2012 implementing emergency relief measures in Turkey, Syria, and Lebanon and since 2014 in Iraq. Malteser International’s programs cover needs mainly in the health sector and are mostly partner implemented. In Lebanon, Malteser International works in partnership with the Order of Malta Lebanon (OML) to implement a multi-annual program funded by the German Federal Foreign Office to strengthen health, social and agro- humanitarian services provided by OML across Lebanon (AHEAD).
For its work and in support of the AHEAD program in Lebanon, Malteser International is looking for a Project Management Unit Lead - International Position.
As the Project Management Unit (PMU) Lead AHEAD, you play a senior leadership role within the MI team, responsible for ensuring the effective oversight and successful implementation of the AHEAD programme. In this position, you lead and coordinate the AHEAD PMU, providing strategic guidance and operational oversight to the program in close partnership with the Order of Malta in Lebanon (OML). You ensure that both MI and OML comply with donor requirements across finance, logistics and administration, as well as partnership management, while supporting high-quality program delivery and monitoring.
You are a key point of accountability for cross-cutting management functions, including safety and security, human resources, and risk management. Working closely with internal teams and partners, you play a pivotal role in aligning program implementation with donor expectations, organizational standards, and operational priorities to ensure the AHEAD program is delivered effectively, safely, and in full compliance.
Your responsibilities:
- Lead and manage the AHEAD Project Management Unit (PMU) with 8 staff in Beirut to ensure effective coordination and high‑quality, timely implementation of the AHEAD programme in close partnership with OML
- Ensure full compliance with donor requirements and approved project documentation, including finance, logistics, programs and partnership agreements
- Maintain strong partnership coordination with OML, ensuring adherence to the MoU and Teaming Agreement and fostering constructive collaboration
Establish and oversee robust monitoring and evaluation systems, harmonised with OML, including regular field verification and timely reporting - Serve as the primary liaison to HQ line management, providing regular updates on program progress, risks, budgets and strategic issues
- Contribute to donor communication, networking and representation, in close coordination with HQ, and maintain constructive relations with relevant stakeholders
- Ensure effective safety and security management, including risk mitigation, incident management and the development of safety and security plans and SOPs
- Oversee comprehensive HR management, including recruitment, staff development and adherence to HR policies for both national and international staff
Your profile:
- Advanced degree in International Relations, Development, or related field
- Minimum 10 years of experience in senior donor relations, grants management, or external affairs roles within INGOs or UN agencies
- Proven track record in managing multi-million institutional donor relationships (BMZ, ECHO, EU, UN), and specifically GFFO
- Collaborative mindset and ability to organize and lead agile and multi-cultural teams with a high level of cultural sensitivity
- Faith literacy is a prerequisite, experience with the Sovereign Order of Malta is an added value
- Excellent written and spoken English, German/French and Arabic are assets
- Commitment to humanitarian principles and safeguarding
