Duties and Responsibilities

About UNDRR Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG), UNDRR has over 160 staff located in its headquarters in Geneva, Switzerland, and in regional offices. Specifically, UNDRR guides, monitors, analyses and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supports regional and national implementation of the Framework and catalyzes action and increases global awareness to reduce disaster risk working with UN Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community, and the UN system. Background & Context In 2016, the UN Chief Executives Board adopted the UN Plan of Action on Disaster Risk Reduction for Resilience: Towards a Risk informed and Integrated Approach to Sustainable Development, which defines the support of the UN system towards the implementation of the Sendai Framework considering a risk-informed and integrated approach to the achievement of the 2030 Agenda for Sustainable Development.  The implementation of the UN Plan of Action on DRR for Resilience is guided by the UN Senior Leadership Group (UN SLG) on DRR and supported by the UN DRR Focal Points Group (UN DRR FPG), both chaired by UNDRR. In 2023, the UN Senior Leadership Group on DRR adopted five recommendations on how to accelerate the implementation of the UN Plan of Action on DRR for Resilience until 2030. These recommendations guide the work plan of the UN DRR Focal Points Group, facilitated by UNDRR. Recovery readiness and risk-informed disaster preparedness cuts across these five recommendations, which include risk governance, risk-informing humanitarian-development-peace planning, DRR financing, inclusive DRR, and strengthening multi-hazard early warning systems. Gender-responsive DRR also cuts across these five recommendations and is also addressed under the work stream on inclusive DRR, which advances global cooperation on the Sendai Gender Action Plan, in partnership with UN Women and UNFPA. By engaging its global networks and expertise, and the UN Plan of Action in particular, UNDRR, will improve knowledge sharing on global DRR trends, promote the adoption of build back better principles for resilient recovery, and disseminate good practices and advocate for policy coherence across agendas and mandates of UN partners, thereby supporting strengthened and more effective DRR and recovery efforts in partner countries. Objective & Scope of Work Under the supervision of the Programme Management Officer in the Interagency Cooperation Unit, and the overall guidance of the Head of the Interagency Cooperation Unit, the incumbent contributes to coordination of UNDRR’s work with UN partners. This consultancy will support the UNDRR Interagency Cooperation Unit in its facilitation of the UN SLG 2030 Action Plan, with a focus on specific initiatives of relevance to resilient recovery and gender-responsive DRR in 2026: Support UNDRR to organize interagency deep dives and webinars on DRR and topics relevant to resilient recovery such as climate finance, anticipatory action, joint programming, national DRR governance and Issue-Based Coalitions. Support the implementation of the advocacy & knowledge management plan for the UN Plan of Action on DRR including through producing content for the UN Plan of Action on DRR multimedia page on PreventionWeb, curating good practices from UN entities and supporting their dissemination, including on gender-responsive DRR and resilient recovery, and implementing a dissemination plan for the UN Plan of Action on DRR Annual Report 2025. Assist UNDRR in undertaking reviews of the integration of DRR in UN entities’ Strategic Frameworks Review the integration of DRR, including gender-responsive DRR and resilient recovery, in UN Sustainable Development Cooperation Frameworks and Joint Work Plans; support incorporation of feedback and inputs from partners; produce summary reports; and support the organization of events and drafting knowledge products to disseminate findings; The consultancy is home-based.

Qualifications/special skills

Advanced university degree in Business Administration, International Relations, Economic Development, Development Studies, Social Science, International Development, Political Science, International Relations, or any other relevant field is required. A first-level university degree in combination with a minimum of 2 additional years of qualifying experience may be accepted in lieu of the advanced university degree.  At least two years’ experience in administration, programme/project management or related area is required. Experience in disaster risk reduction or related topics is required. Experience in international organizations and in working in a multicultural environment is desirable.

Languages

Fluency in English is required. Knowledge in French and other UN languages is desirable.
