Project Context and Scope

Pakistan is highly vulnerable to the effects of climate change and natural and man-made hazards, including flooding, droughts, heat waves, earthquakes and pollution, which disproportionately affect the most vulnerable in society and exacerbate existing developmental challenges.

IOM is leading the multi-year Climate Resilience and Humanitarian Response (Central and Southern Pakistan) component of FCDO’s Building Resilience and Addressing Vulnerability to Emergencies (BRAVE) in Pakistan Programme, with FAO, UNICEF, ACTED, CARE and Islamic Relief as consortium partners.

To support BRAVE interventions, IOM seeks to engage a Remote Sensing & Hydrology Consultant to provide specialized analytical, modeling, and technical advisory support. The consultant will strengthen groundwater assessment, flood forecasting, integrated water resource management (IWRM), and hazard monitoring across provincial, district, and rural settlement levels, with a particular focus on Sindh Province and hill torrent–vulnerable areas.

Responsibilities

Tasks to be performed under this contract
  1. Conduct groundwater extraction and Managed Aquifer Recharge (MAR) feasibility assessments for Sindh Province using hierarchical analytical processing, including water table depth analysis, topographic wetness index, drainage density, hydraulic conductivity, and other relevant analytical metrics, to support provincial understanding of groundwater health and inform BRAVE Consortium piloting initiatives.
  2. Undertake district- and rural settlement–level hydrological analyses utilizing open-source satellite data and high-resolution drone imagery to support BRAVE Consortium programming in integrated water resource management, potential land reclamation, climate-resilient agriculture, and disaster risk reduction.
  3. Support flood forecasting in hill torrent–vulnerable areas by conducting surface runoff and hydrological analysis and modeling, contributing to BRAVE Consortium’s impact-based forecasting and early warning systems and integrating outputs with enhanced surface water monitoring hardware installed under the BRAVE programme.
  4. Support District Disaster Management Authorities (DDMAs) in hazard monitoring and detection, in collaboration with BRAVE Consortium district-level capacity-building initiatives and Anticipatory Action guidelines, through the development of remote sensing and hydrology curricula to strengthen forecasting, monitoring, and detection of multiple hazard types.
  5. Ensure the mainstreaming of cross-cutting issues across all assignments, including accountability to affected populations, gender equality and inclusion, conflict sensitivity, disability inclusion, and other relevant protection and safeguarding principles.
  6. Perform any other duties as may be assigned in support of BRAVE Project objectives and IOM operational requirements.

Qualifications

Education
  • Advanced degree in Hydrology, Water Resources Engineering, Remote Sensing, GIS, Environmental Sciences, or a related field.

Experience
  • Five (5) years of relevant professional experience in humanitarian response, development programming, and/or climate resilience initiatives.
    • Demonstrated experience in groundwater assessment, hydrological modelling, and remote sensing analysis.
    • Proven experience working with satellite imagery, GIS-based multi-criteria analysis, and hydrological models.
Skills
  • Familiarity with nature-based solutions, anticipatory action, integrated water resource management, and community-based early warning systems. 

  • Strong skills in research design, information management, data analysis, and report writing. 

  • Strong communication, outreach, and stakeholder engagement skills. 

  • Ability to communicate clearly and concisely. 

  • Good interpersonal skills and ability to maintain trust and effective working relationships with counterparts. 

  • Team-oriented, but with capacity to work independently and with minimal supervision. 

  • Personal commitment, efficiency, and flexibility. 

  • Strong organizational and time management skills, and ability to deliver under tight timelines. 

  • Understanding of UN policies, procedures and institutional tools. 

Languages
  • For this position, fluency in English and Urdu is required (oral and written).
IOM’s official languages are English, French and Spanish.
