About the Role
The Chief Resource Mobilisation & Growth Officer (CRMGO) is a key member of the Executive Team, reporting directly to the CEO. The core mission of the CRMGO is to secure and diversify the multi-year capital that funds Gaviâs immunisation strategy through top-tier donor partnership and innovative finance â while providing board-level stewardship of revenue, risk and growth.
This C-level position oversees the design and delivery of a multi-billion-dollar resource mobilisation strategy spanning governments, multilaterals, corporations, foundations, and private philanthropy. It drives funding diversification and innovation across public, private, and blended finance instruments while strengthening Gaviâs influence in the global health and development ecosystem.
The CRMG Officer steers a multi-disciplinary team covering donor relations, private sector engagement, innovative finance, donor market, communications and advocacy â ensuring alignment between financial growth, organisational strategy, and programmatic impact. This role alsoâ¯servesâ¯as the strategic financial architect for external engagement, designing scalable structures and strategies that support successful advancement and closure.â¯
The role requires visionary, entrepreneurial leadership and a proven ability to mobilise large-scale resources, forge global coalitions, and position Gavi as a leader in innovative and sustainable finance.
2. Key Responsibilities

Strategic Leadership & Vision: Lead the design and execution of Gaviâs multi-year, multi-billion-dollar resource mobilisation strategy, ensuring a diversified donor base and long-term sustainability.

Strategic Foresight and Entrepreneurial Execution: Anticipation of donor, market, and policy trends to position the organisation ahead of the curve. Drive organisational leadership and change management, aligning multiunit teams toward a shared vision, growth, and mission outcomes.

Global Donor & Partner Engagement: Serve as the organisationâs chief advocate and negotiator with governments, G7/G20 forums, and high-level philanthropic partners. Build and maintain trust-based relationships with decision-makers, corporate leaders, and foundations, ensuring credibility and influence in international fora. Develop deep institutional partnerships with MDBs, DFIs, and global financial actors to unlock new financing windows. Apply cultural intelligence to navigate diverse political, cultural, and institutional environments effectively.

Funding Diversification & Innovation: Champion innovation in financing instruments, including blended finance, bonds, and results-based mechanisms. Anticipate and adapt to emerging funding models, such as climate and resilience funds, sets the innovation thesis (why these instruments, for which use-cases), priority vehicles, target partners, and multi-year portfolio mix; scans markets to spot timing/white spaces. 2 Classified as Internal

Campaigns and replenishments: Direct multi-country campaigns and replenishments cycles, driving pipeline, cases for support, and delivery against annual and multi-year targets.

Representation & Influence: Represent the organisation in major international forums, bringing high-level visibility and influence to its mission. Position the organisation as a global thought leader in innovative finance, donor coordination, and health impact investment. Shape donor public policy engagement dialogues to align financing with health and development outcomes.

Your Experience and Skills

Relationship capital: Credibility with ministers, multilateral leaders, foundation executives, and C-suite partners; success building coalitions and closing complex, multi-party agreements.

Domain expertise: Extensive expertise in development finance, donor systems, and decision-making cyclesâ particularly within sovereign, multilateral, foundation, and corporate contextsâas well as in the integration of financial mechanisms with policy initiatives and programme implementation. Ability to translate complex financial concepts, opportunity structures, and risk models into actionable strategies.â¯Deepâ¯expertiseâ¯(10+ years) in capital markets, financial structuring, or development finance, ideally within MDBs, DFIs, investment banking, or global financial institutions, with a provenâ¯track recordâ¯of structuring and mobilising multi-billion-dollar financing through innovative financial instruments.â¯

Leadership & Operational Excellence: Demonstrated expertise in designing operational functions and leading mid- to large-sized teams to high performance and a healthy working culture in multicultural settings. Proven track record of organisational leadership and change management, aligning teams with the organisationâs vision and mission while ensuring robust data-driven pipeline management, financial accountability, risk/compliance oversight, and effective engagement at Board level.

Education and qualifications:
Essential:

Advanced university degree in a relevant field (e.g. Business Administration, Finance, International Relations, Economics, Public Health).
Preferred:

MBA, MPA/MPP, or equivalent masterâs degree. o Additional executive or leadership education in fundraising, finance, or strategic partnerships.

Government & multilateral mobilisation at scale: End-to-end ownership of strategies, pipelines, and forecasts with deep knowledge of donor instruments, budget cycles, DAC/MDB processes, and grant/financing terms through to disbursement.

Replenishments/campaign leadership: Designs and runs multi-year, multi-country campaigns: target setting, cases for support, pledging events, steering groups to deliver against annual and cycle targets.

Innovative finance portfolio leadership & governance: Sets strategy and portfolio mix; leads C-suite origination with DFIs/banks/foundations; aligns Finance/Legal/Programmes; oversees performance (leverage, cost of capital, crowd-in, utilisation).

High-level negotiation & deal structuring: Leads complex, multi-party negotiations (MoUs, contribution/grant agreements, co-financing), manages risk, and closes transformational, multi-year commitments.

Donor portfolio diversification & growth: Builds theses for new segments (sovereign, multilateral, foundations, corporates, HNWI), increases the share of strategic funding.

Revenue analytics, CRM & performance control: Operates a disciplined revenue funnel with scenario modelling, FX/exposure awareness, and audit-ready reporting; integrates CRM with Finance/ERP for pipeline, risk, and compliance.
