OBJECTIVES OF THE PROGRAMME
The mission of World Health Organization (WHO) Country Office in Syria is to improve the health of everyone in the country, reduce mortality and morbidity through increasing access to quality health care services by directing and coordinating its work through collaboration, cooperation and partnerships. In line with WHO's Fourteenth General Programme of Work 2025- 2028 (GPW14), the main focus of the programme will be on strengthening the health system in Syria supporting the building and strengthening of essential public health functions at the interface of health systems and health security with a view to achieving Universal Health Coverage.

 

JOB PROFILE SUMMARY
Under the direct supervision of the Resource Mobilization and Donor Relations Officer and the general guidance of the Deputy Country Representative, the incumbent follows WHO guidelines in consultation with their supervisors. The incumbent will provide a technical input in developing donor reports, proposals, and briefing documents, advising on strategic plans in collaboration with UN agencies, HQ, and other partners, and working closely with the resource mobilization and grant management units in EMRO and HQ. This requires regular contact with relevant technical units in WCO, EMRO, and HQ, performing routine tasks independently while consulting on complex matters with the supervisor.

KEY DUTIES AND RESPONSIBILITIES
The incumbent will perform the following, and other related responsibilities as required by the needs of the office:
•    Contribute to the updating and preparation of briefing documents and meeting proposals for regular donor engagement.
•    Maintain effective relationships with targeted partners at national, local, and community levels to encourage participation in fundraising initiatives.
•    Support in the coordination with WRO and technical teams, in the organization of meetings with government bodies and counterparts.
•    Provide a technical input to proposals, reports, and briefing documents in line with WHO and donor requirements.
•    Draft official correspondence and reports to ensure quality and accuracy.
•    Work in collaboration with other relevant colleagues to facilitate the introduction of funding opportunities on the Contributor Engagement Management (CEM) platform and other internal forums to support launch activities effectively. 
•    Ensure timely and accurate reporting within funds tracking tools to promote transparency and accountability. 
•    Maintain a clear flow of coordination with the communications department to develop donor visibility products that adhere to established quality standards and donor requirements. 
•    participate in official conferences and meetings, providing translation support when required.

Education

•    Desirable: Master’s degree in social science, public health or business administration.

Experience
•    Essential: Minimum 1- year experience in report writing, drafting correspondence, resource mobilization, or related areas.
•    Desirable: Experience working with local authorities, UN organizations, or NGOs.

REMUNERATION
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 22,983.00 (subject to mandatory deductions for pension contributions and health insurance, as applicable), Other benefits include 30 days of annual leave and allowances for dependent family members.
