Job Description
Site Development is an operational programme of the Site Management & Site Development SMSD) Unit of IOM Cox’s Bazar, Bangladesh. The programme is integral to the Rohingya Refugee Crisis Response. Site Development programme activities include site planning and implementation of Disaster Risk Reduction (DRR) interventions such as roads, pathways, bridges, drainage construction, repair and cleaning, slope stabilisation and plantation, installation and maintenance of solar energy infrastructures and maintenance and construction of small community buildings throughout the refugee camps in Cox’s Bazar District, Bangladesh.
Under the overall supervision of the Programme Coordinator (Site Development) and the direct supervision of the Site Development Operation Officer (Engineer), the incumbent will lead the field implementation of the programme’s activities including but not limited to regular rehabilitation including repair, operation and maintenance existing Solar Street Lights, Lightning Arresters, Nano Grids, mini grids, Safe Disposal of e-waste, energy infrastructures in Multi-Purpose Service Centres (MPSCs) and Satellite Fire Stations. S/he will work closely with different team members within the unit and coordinate with other relevant units within IOM/UNHCR. S/he will support adequate planning and execution of community-based rehabilitation/ reconstruction/enhancement/retrofitting works in relation to solar energy infrastructures.
Responsibilities
1. Assist in the implementation of the site development projects, mainly solar energy infrastructures in accordance with the instruction of the Site Development Operations Officer (Engineer) and in close coordination with the field colleagues and submit regular updates.
2. Provide training and guidance to junior staff under his/her supervision in the implementation of work, team management and coordination.
3. Assist in technical aspects during the planning, operation and maintenance phase to choose the type and quality of electrical and mechanical materials, equipment to be used in the project.
4. Assist in procurement of the materials and tools required for operation, repair, care and maintenance of energy infrastructures and regularly follow up with SMSD Program Support team on the timely and uninterrupted procurement of those items.
5. Carry out regular field visits to project sites to monitor construction, repair, operation and maintenance works, and ensure that works are carried out in accordance with the technical specifications ensuring the mainstreaming of technical advice across several camps.
6. Develop trackers to monitor the operational status of solar energy infrastructures such as solar streetlights, mini grids, nano grids, lighting arresters and ensure they are operational.
7. Plan regular and periodic repair and maintenance schedule to ensure solar energy infrastructures are operational without issue.
8. Monitor and verify the works to ensure the works are carried out in accordance with the technical specifications ensuring QC/QA and assist Site Development Operation Officer (Engineer) to resolve electrical and mechanical related matters.
9. In coordination with the Site Development Operation Officer (Engineer) and the Site Management Support agency, promote community participation and ownership through ensuring the liaison from field staff with beneficiary communities, supporting community engagement and ensuring that activities are implemented to reflect coverage and prioritized needs.
10. Liaise with IOM camp level government agencies and other key stakeholders to coordinate project implementation.
11. Plan and coordinate capacity building to site development field support staff, technical mobilisers and cash-for-work groups in relation to solar energy infrastructures installation, repair, operation and maintenance
12. Able to travel to multiple project locations as required.
13. Perform such other duties as may be assigned.
Qualifications
EDUCATION
• Bachelor’s degree in electrical engineering or related field from an accredited academic institution with five years relevant experience; or
• School diploma plus seven years relevant experience
EXPERIENCE
• Relevant professional experience in projects for the implementation of electrical and mechanical projects and working with local communities including corporations.
• Experience of solar or sustainable energy design, implementation, operation and maintenance.
• Experience with International Organizations and/or NGOs an advantage
• Experience in camp rehabilitation and site development, cash-for-work beneficiaries and advantages.
• Experience in contract administration/ quantity surveying is a plus.
• Experience with common engineering-related software is / Knowledge of Auto Cad for electrical designs is a plus.
• Experience working within the region an advantage
