The Eastern and Southern Africa (ESAF) region of SOS CV International is headquartered in Addis Ababa, Ethiopia. It also has a branch office in Nairobi. It has member associations (MA’s) in Angola, Botswana, Burundi, Djibouti, Eswatini, Ethiopia, Ghana, Kenya, Lesotho, Malawi, Mauritius, Mozambique, Namibia, Nigeria, Rwanda, Somalia/Somaliland, South Africa, South Sudan, Sudan, Tanzania, Uganda, Zambia and Zimbabwe

SOS Children’s Villages Sudan is a child focused organization and an affiliate of the SOS Children Villages International. It is non-governmental, non-political, non-denominational, and non-racial. Its overall mission is to build families for children in need, help them shape their own futures and share in the development of their communities. To realize the mission of the organization, SOS CV Sudan is recruiting a National Director who will lead the organization.

NATIONAL DIRECTOR SOS CHILDREN’S VILLAGE SUDAN (Job Ref: SOS/20/01/25)

Region: Eastern and Southern Africa (ESAF)

Type of employment contract: Two years - Full time fixed term contract

Mission of the position:

The National Director ensures the effective overall direction, operations and performance of the National Association (MA), by developing and executing core programme and financial strategies that lead to the sustainability of the organization. The National Director leads and develops the MA with the support from leadership (CVI Representative and Management), to ensure effective delivery of programmes and services to children, families and communities within the frame of the MA’s vision, mission and values.

Tasks and Responsibilities

Strategic Direction and Governance

  1. Establish, guide, direct and oversee the strategic plan, under direction of the SOS Children Villages International (CVI) Framework and with the guidance of SOS CVI management to advance the mission and objectives and promote sustainability and growth of the MA, in line with global strategic plan.
  2. Advise and support the establishment of effective national management systems, structures, governance systems and ensure the necessary legally binding statutory requirements are fulfilled.
  3. Provide solid financial management and compliance with donor and organisational policies and oversee logistics, procurement and other day to day operational systems.
  4. Ensure a country strategy aligned with organizational goals including adherence to the humanitarian principles to meet the growing humanitarian programming needs.
  5. Identify and address problems and opportunities central to business success timeously and solve critical issues at highest levels.
  6. Act as the MA’s legal representative in the country and at affiliations, functions and events.
  7. To champion the scaleup of humanitarian response and recovery using a nexus approach.

Risk and compliance management

  1. Lead by example in organisational ethics and morals, and take strong action against non-adherence to values, ethics and codes.
  2. Continuously identify, assess and evaluate risks that could impact organizational objectives (political, social, technological, financial, operational, safety/security and environmental, and regulatory compliance risks and lead the development of necessary mitigation actions.
  3. Champion safeguarding culture and setting the tone at the top by prioritizing programme participants, staff and Assets in all organizational activities.
  4. Develop contingency plans for high-impact risks, including humanitarian crises or operational disruptions.
  5. Oversee the implementation of effective compliance, monitoring and auditing systems aligned to agreed standards.
  6. Ensure the power of Attorney signed agreement with SOS CVI is understood and implemented across all projects / programmes.
  7. Proactively communicate major risks to SOS CVI for guidance action and decision making.

Fund Development, Communication and strategic partnerships

  1. Ensure a strong strategic partnership including building and maintaining relationships with major institutional donors, corporates, foundations, and individual donors.
  2. Accountable for the resource mobilization strategy including grant acquisition, grant startup, implementation, reporting and close out with upholding donor compliance guidelines.
  3. Accountable for transparency, compliance, and safeguarding standards across all operations and partnerships.
  4. Drive proactive and continuous communication amongst all stakeholders and partners. Strategic Relationship Management.
  5. Establish and manage relevant strategic partnerships and relationships with both internal and external stakeholders, focused on the rights of children without parental care or at risk of losing their parental care, to ensure enduring business associations to assist in achieving strategic objectives.
  6. Develop and maintain a positive corporate image with both internal and external stakeholders (including media) to ensure positive response to, perception and trust of the MA.
  7. Establish sound relationships with relevant government authorities and guide the pursuit of advocacy objectives with NGO Child rights forums and in partnership with other NGOs.
  8. Oversee cross-national advocacy efforts on children’s issues of National relevance.
  9. Represent the MA in the relevant national and regional governments, forums, as well as other key partners / stakeholders' forums.

People Management and Development

  1. Set medium to long term goals and objectives for subordinates and actively monitor progress of the achievement of objectives.
  2. Ensure the professional recruitment, orientation, performance management and on-going development of national office management staff.
  3. Develop and maintain a high-performance team and regularly evaluate the performance of subordinates to ensure functional objectives are met or exceeded according to established policies and objectives.
  4. Assure stable employee relations by managing conflict and creating a positive working environment.
  5. Oversee workforce planning to ensure team is suitably staffed to meet objectives considering various internal and external factors.
  6. Ensure work ethics is of such a nature that employees continuously strive towards improving their own performance.
  7. Provides technical assistance as and when needed, with the support of the National Management Team in liaison with Regional Office (RO) (advisory/coordination) staff and offers special support in times of crisis to all the programmes.
  8. Ensure that the organizational culture is maintained and that employees live the values of the MA.
  9. Oversee the sound management of all resources, and full compliance with international reporting and auditing requirements.
  10. Ensure duty of care for staff, assets and lead the incident management team whenever required.

Innovation, Transformation and Process Optimisation

  1. Evaluate/ Initiate the need for change and transformation initiatives in anticipation of industry, National and International priorities.
  2. Propose and present new innovative ideas for the MA to SOS CVI and identify opportunities to leverage from partners and other networks.

International Federation – GSC coordination

  1. Ensure clear and timely communication between SOS CV Sudan and SOS CVI adhering to reporting requirements and maintaining efficient communication channels.
  2. Coordinate feedback from colleagues during international policy development and accommodate research programs on key topics.
  3. Represent SOS CV Sudan in internal forums and externally with government authorities, UN agencies, donor missions, cluster coordination mechanisms and local partners as delegated.

Child Safeguarding (CS) and PSHEA

  • Responsible for implementation and management of SOS Child Protection Policy and for reporting to the IO safe guarding team.
  • Ensures that co-workers and programmed do not cause harm to children and young people and that they are not exposed to the risk of harm and abuse
  • Responsible for reporting any concerns the organization has about children’s safety in its programmes and within the communities to the appropriate authorities 
  • Ensures that co-workers act within national law, Child Protection Policy, Code of Conduct, PSHEA regulations and other safeguarding related requirements.

Requirements; Qualifications, Skills, Knowledge and Experience

  • Master’s degree in development studies, project management, social sciences, Business Administration, Finance or any related field
  • Minimum of 10 years’ work experience of which at least 5 years are at senior management role.
  • Experience of working in non-profit sector, preferably in the field of childcare or similar.
  • Extensive experience in Business Development, programme management, resource mobilisation and budgeting.
  • Good understanding of child rights, development programmes, and advocacy strategies. (combines knowledge of policies, programmes, education, and advocacy).
  • Strong humanitarian experience within the context of Sudan and the horn of Africa.
  • Fluent in English, with intercultural sensitivity to build bridges and thrive in diverse environments. Knowledge of Arabic is Essential.
  • Skilled in grant writing, donor stewardship, and public sector funding, demonstrating strong financial acumen (combines fundraising, resources mobilisation, budgeting, and financial principles).
  • Excellent leadership, stakeholder management, and communication skills to represent the organization and build strong teams.
  • Strong analytical and decision-making skills.
