Every year, millions of people around the world go missing as a result of conflict, human rights abuses, disasters, organized crime, irregular migration, and other causes. This is a complex global challenge that can be tackled effectively through cross-cutting programs that address a variety of difficult, interconnected issues.
The International Commission on Missing Persons, a treaty-based intergovernmental organization with Headquarters in The Hague, the Netherlands, is seeking an experienced, dynamic and committed individual to join a highly motivated team working on this global challenge. ICMP’s overall strategy is based on upholding international law and securing the rights of families of the missing to truth, justice and reparations.
Purpose
The Western Balkans Administrative and Finance Officer provides comprehensive administrative, logistical, and financial support to ensure the effective implementation of ICMP program activities in the Western Balkans. The role ensures that all activities are delivered in alignment with ICMP’s strategy, policies, and procedures.
Outcomes:
- Effective support for the day-to-day implementation of ICMP activities in the Western Balkans, with a particular focus on regional cooperation.
- Smooth and timely implementation of program activities through efficient administrative, financial, and logistical support, in line with ICMP’s program objectives, policies, and procedures.
- Accurate and effective budget monitoring through the timely preparation of financial overviews, summaries, and draft reports.
- Timely processing, sharing, and proper record-keeping of program documentation, ensuring compliance with ICMP internal procedures.
- Timely and accurate information and advice provided to the Head of Program (HoP) to support effective implementation of Western Balkans regional activities.
Background of the Position
Under the supervision of the Government Relations Coordinator and the overall guidance of the Head of Program, the Administrative and Finance Officer’s duties and responsibilities will include, but will not necessarily be limited to, the following:
- Provide logistical and administrative support in organizing roundtables, workshops, meetings and other program activities, including coordination of venues, travel, materials, and participant communication.
- Support the preparation and dissemination of invitations, agendas, minutes, and related documentation.
- Prepare purchase requests, payment orders, and supporting documentation for administrative and program expenses.
- Maintain and archive formal documents, correspondence and relevant communication.
- Follow up with ICMP’s Financial and Procurement Services to ensure that vendors are paid in time.
- Assist in tracking project expenditures and that all documentation complies with ICMP financial and procurement rules.
- Provide input to Program support Unit when required.
- Draft routine correspondence, draft minutes of meetings and activity reports.
- Maintain regular communication with program staff, partners, and beneficiaries as required.
- Other related duties as assigned.
Qualifications
- Education and diploma in international relations, humanities, business administration, finance, or equivalent experience in similar jobs with international organizations.
- At least 2-4 years of relevant professional experience
- Experience in program or project support, office management, preparation of events, reports and briefing papers
- Familiarity with processing payments, monitoring budgets, and maintaining accurate financial and administrative records
- Excellent interpersonal skills, proven organizational and communication skills
- Demonstrated capacity to undertake assigned responsibilities and work under pressure
- Native or fluent in Bosnian/Croatian/Serbian language
- English fluent

Benefits
This is a full-time fixed term position with a competitive base salary at L6, 1 on the ICMP Western Balkans salary scale, generous paid leave and extensive health insurance benefits for the incumbent. The initial contract is until 31 December 2026. Extension of the contract is subject to funding and employee's performance.
This position is not eligible for expatriate allowances.
