The UNOPS Africa Regional Office, based in Nairobi, Kenya, oversees the delivery of over 250 projects across 40 countries, with a focus on fragile and conflict-affected settings. About the Country/Multi-Country Office

Since 1999, the Central Africa Multi-Country Office (CAMCO), headquartered in Kinshasa, DRC, has partnered with UN agencies, international organizations, and governments in 15 Central African nations. CAMCO provides fund management, technical assistance, and capacity-building across critical sectors—infrastructure, health, education, governance, procurement, and environmental protection—while working with national and local authorities to secure local ownership and sustainable impact. The diverse portfolio spans rural-community empowerment, road rehabilitation, and peace consolidation in the DRC and CAR through Disarmament, Demobilization and Reintegration (DDR) programmes, alongside wide-ranging procurement and human-resource services. Recent initiatives include drinking-water systems in Cameroon, mining-sector capacity-building, health-system support in the DRC, and infrastructure development in Madagascar, funded by a broad array of international partners. Together, these projects advance regional stability, resilient infrastructure, and improved livelihoods throughout Central Africa.

Job Specific Context

This position operates within a complex and sensitive environment in the eastern DRC, supporting the disarmament, demobilization, and reintegration of ex-combatants. The role is critical for ensuring the effective implementation of DDR activities, coordinating with various stakeholders, and monitoring project progress in a challenging security and politico-military context. The Technical Coordinator DDR will play a key role in supporting the UNOPS Project Manager in overall project execution and ensuring the smooth delivery of project components.

Role Purpose

As second-in-command, the Technical Coordinator DDR supports the overall project execution and ensures the smooth delivery of project components. This includes supporting grant delivery, team coordination, stakeholder communication, and implementation of project activities  in the eastern part of the DRC.

Functions / Key Results Expected

1. Project Implementation Support


  • Assist the UNOPS Project Manager in overall planning, scheduling, budgeting, and implementation of project activities across the project target area in DRC.


  • Coordinate construction site operations, including supervision of grantees and adherence to UNOPS requirements.


  • Follow up and implement grant activities with partners in charge in the target area in Kinshasa.

2. Stakeholder Coordination & Community Consultations


  • Serve as the focal point for technical coordination with government entities, local authorities, youth organizations, and other UN agencies.


  • Participate in technical working groups, community forums, and coordination meetings on behalf of the project.


  • Assists in developing and applying effective frameworks for measuring reintegration and the impact of project interventions on community relations, ensuring participatory approaches.


  • Analyzes relevant policy documents to align initiatives with national and local policies.


  • Conducts stakeholder mapping and power dynamics analysis to inform engagement strategies.


  • Facilitates community consultations to gather input and validate evaluation results.


  • Assist in establishing mechanisms for inclusive dialogue and participation of diverse community groups.

3. Monitoring, Evaluation, and Reporting


  • Assist in preparing work plans, procurement plans, and progress reports.


  • Monitor and track implementation schedules, risk mitigation plans, and field-level activities.


  • Collect and review monitoring data to assess project performance.


  • Follow up with third-party independent monitoring to conduct periodical field missions to monitor the delivery of grant activities.

4. Quality Assurance and Risk Management


  • Monitor project compliance with UNOPS and donor policies and guidelines on environment, social inclusion, gender, and child protection.


  • Ensure that risk mitigation measures are implemented across all workstreams and that grievances are addressed appropriately.

5. Team Management and Oversight


  • Supervise national and international technical teams, including TRACE experts, community and sensitization officers in charge of implementing the activities of the project.


  • Support recruitment, induction, and performance management of project staff.


  • Promote a collaborative working environment that supports knowledge sharing and capacity development.

Education Requirements

Required

  • Advanced university degree (Master’s or equivalent) in Project Management, Political science, Community Development, Social Sciences, Development, Human rights, International relations, or a related field.

  • A Bachelor’s degree with an additional two years of relevant experience may be accepted instead of the advanced degree


Desired

  • A globally or nationally recognized professional certificate in PRINCE2, PMP, or equivalent certification is desired.

Experience Requirements

Required

  • At least 5 years of relevant experience in DDR and stabilization development contexts and professional experience in post-conflict project management, and sensitization focused on voluntary repatriation are required


Desired

  • Experience working in Sub-Saharan Africa


  • Demonstrated experience working with ex-combatants, especially in the east of the DRC, is highly desirable

    Knowledge of the security and politico‑military context in North Kivu and the Great Lakes region
