Having operated in Indonesia for over four decades, IOM Indonesia is one of the largest IOM country missions globally, implementing a broad portfolio of programmes in collaboration with the Government of Indonesia, civil society organizations, private sector stakeholders, migrants, and local communities. Its thematic focus includes Counter-Trafficking (CT), Labour Mobility and Social Inclusion (LMSI), Immigration and Border Governance (IBG), Migration Health, Refugee Care, Resettlement and Returns, Climate and Resilience, as well as Migration Policy and Data.
 

Nature of the consultancy: 
The Consultant will temporarily fulfil the role of Programme Associate (Health Care) to address a short-term surge in operational workload. The Consultant will support routine programme delivery, case management follow-up, health-related referrals, and field-level implementation in line with RCA procedures, applicable IOM policies, and established care and maintenance standards for refugees and asylum seekers under IOM care.

Project Context and Scope: 
IOM’s RCA programme in Indonesia provides care and maintenance services to refugees and asylum seekers in cooperation with the Government of Indonesia across 7 areas throughout the country.  In several locations, additional temporary support is required to maintain timely follow-up, ensure quality and consistency of assistance, and uphold programme standards.  

The Consultant will contribute to daily case management and health-related operations, including routine beneficiary visits, needs assessments, documentation, referrals, administrative follow-up, and coordinated engagement with service providers, local authorities, and community actors. Activities will be implemented under the supervision of the National Migration Health Officer (NMHO) and the overall supervision of the Head of Office, and in close coordination with the care management team, Community Liaison Officers, Resource Management, Migration Health, Resettlement and Voluntary Returns, and relevant government counterparts.

Responsibilities

Category A Consultant: Tasks to be performed under this contract :

1.    Assist in the implementation and monitoring of the Programme health- activities, in line with the RCA Programme procedures and mechanisms. 
2.    Undertake regular visits to gather information on beneficiaries’ situations, document their needs or concerns, and relay this information to the supervisor and relevant colleagues for follow-up. 
3.    Identify and promptly report any observed, security, or health-related concerns to the supervisor in line with established procedures.
4.    Update data and relevant information for monthly and other relevant reports; compile and share statistics and Refugee Registration and Assistance Monitoring System (RAMS) data to support programme monitoring and decision-making. 
5.    Act as a focal point for routine operational workflows related to care activities, facilitating day-to-day communication and follow-up under the guidance of the RCA management team at the Country Office. 
6.    Provide  administrative support to the [National Migration Health Officer/NMHO or Migration Health Physician/MHP] by assisting with arrangements for beneficiaries’ access to health services, including assisting communication with healthcare and health insurance providers, and documenting and tracking outcomes of medical insurance referrals and IOM direct referrals. 
7.    Support the NMHO / MHP in preparing the required documentation for beneficiaries whose medical procedure needs fall outside insurance coverage, to facilitate medical and cost-related processes in line with the medical approval algorithm.  
8.    Under the guidance of the NMHO / MHP, support programme response actions during emergency situations and assist with referral processes for individuals or groups at urgent risk, in line with the Programme Emergency Response System.
9.    Assist the [National Health Officer or MHP] in carrying out and monitoring the health components of the programme by compiling reports and data received from health insurance providers, preparing updates organizing records from health providers, and maintaining confidentiality of all medical information.
10.    In relation to the Migration Health Assessment Programme (HAP), support administrative arrangements with IOM panel physicians related to programme requirements including scheduling, information sharing, and record management related to migration health assessment processes. 
11.    Organize meetings, workshops, health promotion sessions, trainings and other events; assist with logistics, outreach, participation lists, and communication with refugee communities and local stakeholders as part of the community engagement activities.    
12.    Review payments to service providers, verify that supporting documents are correct, valid and complete, and assist with simple expense tracking tasks working closely with Resource Management. 
13.    Perform such other duties as may be assigned.

 Performance indicators for the evaluation of results

  • Team collaboration : Share relevant updates, insights, or good practices at every scheduled team meeting, including weekly case management briefings. 
  • Field Visit Execution:  Conduct a minimum number of scheduled field visits per week (to be confirmed by the supervisor), with visit reports submitted in RAMS or the designated template within 48 hours, including timely escalation of all identified safety, health, or protection concerns.
  • Case Record Accuracy: All assigned case files are updated in RAMS after each interaction or new information.
  • Activity coordination : Provide logistical and coordination support for all planned meetings, trainings, workshops, or community activities, ensuring that preparations (venue, outreach, materials, participant list) are completed.
  • Financial/administrative accuracy: Review and submit all assigned payment and expense documents with minimal correction requests from Resource Management due to missing or inaccurate documentation.
  • Task completion: All additional tasks assigned by the supervisor are completed within the agreed timeline.

     

Qualifications

Required Qualifications and Experience

Education

  • High school diploma with five years of relevant professional experience; or, 
  • Bachelor’s degree, preferably in Public Health, Medicine or Nursing from an accredited academic institution with at least three years of experience in health services. 
     

Experience

  • Good knowledge and experience s health services assisting in the implementation of programme and operational support activities. 
  • Experience supporting community outreach, social assistance, or health-related programme activities is an advantage.
  • Prior experience supporting administrative processes related to health insurance or service providers is an advantage.
  •  Experience in liaising with governmental, national, or international organizations is preferred.

Languages

For this consultancy, fluency in English and Bahasa Indonesia is required (oral and written).

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
