Project Context and Scope

The Philippines is a leading provider of international migrant labour globally and relies on migration as a driver of development. The Commission on Filipinos Overseas estimates over 10 million Filipinos living abroad, including permanent, temporary, and irregular migrants. In 2021, remittances from OFWs reached a record high of USD 34.88 billion, equivalent to 10 per cent of the country's gross domestic product.

In December 2021, Republic Act 11641 merged key functions of seven migration agencies and established the Department of Migrant Workers (DMW) with the mandate to "protect the rights and promote the welfare of OFWs, regardless of their status and the means of entry into the country of destination" (Sec. 5, RA11641). However, despite significant strides in recruiting and hiring new personnel, DMW still needs support in building its capacity to effectively fulfill its mandate.  It requires support in terms of training existing and new personnel in improving and streamlining its processes, and adapting policies, programs, and approaches to respond to the rapidly evolving global labour migration realities. Furthermore, as DMW is strengthening its presence at the national level, simultaneous reinforcements are being made at regional (local) and international level.

Through this project, IOM aims to institute a holistic and integrated migration governance in the Philippines through a series of targeted technical assistance and support to DMW. This will be done through provision of technical support and guidance to DMW and other stakeholders. In particular, this consultancy will contribute to the project by developing complementary tools and materials for migration orientation programmes to support DMW and its attached agency, the Overseas Workers Welfare Administration (OWWA), in promoting holistic and inclusive migration orientation seminars for migrants and their families.
 

Organizational Department / Unit to which the Consultant is contributing
The consultancy will be managed by the Migration Management Unit (MMU) in the Manila Office under the IOM Development Fund DMW project (LM0514).

Responsibilities

Tasks to be performed under this contract
The overall objective of the consultancy is to contribute to DMW's efforts in enhancing existing migration orientation programmes, such as pre-migration, pre-employment, pre-departure, and post-arrival orientation, and in capacitating duty-bearers to deliver orientation programmes that provide more contextualized and coherent information catering to specific risks and needs of migrant workers and their families, in a gender-sensitive manner. In particular, the consultant will develop a framework for a comprehensive stepladder orientation, guided by the results of the completed Review of Migration Orientation Seminars and informed by the future plans and priorities of the offices engaged. The consultant will be working closely with IOM and the respective DMW and OWWA offices, as well as other stakeholders, as necessary, to develop the framework and supporting materials. 
  • First Deliverable: Submission of Inception Report 
    •    Conduct desk review of available materials, especially the completed report on the Review of the Migration Orientation Seminars.
    •    Establish initial coordination with relevant offices and stakeholders with the support of the IOM team.
    •    Submit inception report, including a detailed workplan and list of stakeholders to engage for all activities under this consultancy.
  • Second Deliverable: Conduct of Consultation or Co-creation and Validation Workshops 
    •    Submit the full workshop materials (design, agenda, participant list, presentation, activity sheets, etc.) to IOM for review and approval.
    •    Prepare for and facilitate at least one co-creation and one validation workshop with stakeholders to develop the framework and supporting materials for a comprehensive stepladder orientation programme for OFWs and families.
    •    Document the workshops and submit an activity report per workshop conducted.
  • Final Deliverable: Submission of Final Framework and Supporting Materials 
    •    Draft the final outputs: the framework with narrative and supporting materials, as well as recommendations for the implementation of the framework and supporting materials, for submission to IOM and select stakeholders.
    •    Conduct a final validation with the senior officials of the relevant offices in DMW and OWWA. 
    •    Submit the final outputs incorporating inputs from IOM and the senior officials.
     
Performance indicators for the evaluation of results
  • Satisfactory completion of tasks specified in the ToR based on supervisors’ performance evaluation
  • Planning, organization, and timeliness for managing and delivering outputs 
  • Quality of training materials and tools developed
  • Satisfactory organization, conduct and documentation of training workshops
     

Qualifications

Required Qualifications and Experience

Education/ Experience/ Skills

  • Demonstrated expertise and relevant experience (at least 5 years) in the development and enhancement of adult learning materials and curriculum;
  • Bachelor’s degree in Education, Social Sciences, Development, or other related fields;
  • Knowledge and experience in monitoring and evaluation is an advantage;
  • Knowledge and experience in the field of Philippine labour migration or migration and development is an advantage;
  • Working knowledge and familiarity with migration orientation seminars for OFWs (PMOS, PEOS, PDOS, and PAOS) is an advantage;
  • Proven ability to consolidate, analyse and validate information from multiple sources;
  • Proven ability to produce high-quality work while meeting tight deadlines; and
  • Very good technical writing skills and excellent command of English and Filipino. 
     

Languages

For this consultancy, the consultant must possess excellent written and oral communication skills in English and Filipino

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Notes

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
