Organizational Context and Scope

The incumbent will work under the overall supervision of the Head of Resources Management (HRMU) and direct supervision of the National Supply Chain & External Liaison Officer, and in collaboration with the Migration Health Assessment Program unit.

The incumbent will provide administrative support to the mission’s resources management functions in IOM Viet Nam. Key responsibilities include, but are not limited to, ticketing and supporting the RMU administrative processes connected to the MHAC.

Responsibilities

  1. Prepare POs based on the medical services LTAs price lists for, the HAP programmes, as well as POs for low value procurement, both as assigned by the default buyer.

  2. Assist Supply Chain Unit (SCU) in obtaining information from vendors, for low value procurement activities.

  3. Assist with product/service delivery as required, in the MHAC locations, in coordination with RMU and Migration Health Assessment Program unit.

  4. Monitor status of open requisitions and follow up on the timely delivery of goods and services; upon delivery, coordinate with the receiving unit to obtain satisfactory delivery notes. 

  5. Maintain physical and electronic records of all documentation through the procurement cycle in accordance with IOM instructions and procedures; retrieve and present information from the system and support preparation of periodic reports. 

  6. Assist in the production market surveys to identify potential new suppliers/service providers; participate in their evaluation regarding quality, prices and services in line with the organization’s best interests. 

  7. Act as requisitioner in the WAVE system for common services PRs and ISTs, in coordination with supervisors and keep track of office supplies at the office location where based.

  8. In coordination with the asset management focal points, assist in conducting year-end physical asset count.

  9. Book air tickets for official travel for IOM personnel and IOM event participants, on the basis of approved TRs and LOIs.

  10. Register air tickets in ATOMS and submit the corresponding invoice in WAVE, as appropriate.

  11. In close coordination with the Accounting & Treasury unit, act as back up cashier at the MHAC only when the primary cashier is unavailable; this involves: collecting fees from clients, recording the received fees in the system, depositing the fees collected in cash to IOM bank accounts, and producing the daily report showing the received fees next to the medical information system data and securing any related support documentation required by the Accounting & Treasury unit.

  12. Perform other duties as may be assigned.

Education

Experience

  • Proficient in Microsoft Office applications e.g. Word, Excel, PowerPoint, E-mail, Outlook; 

  • Attention to detail, ability to organize paperwork in a methodical way; 

  • Discreet, details and clients-oriented, patient and willingness to learn new things; and,

  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage. 

Skills

  • High level of computer literacy;

  • Ability to work with national and international institutions; 

  • Ability to prepare clear and concise report; 

  • Excellent communication and negotiation skills;

  • Ability to establish realistic resource requirements to meet IOM needs.

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

For this position, fluency in English and Vietnamese is required (oral and written).
