Organizational Context and Scope

Under the overall supervision of the Senior Programme Coordinator and the direct supervision of the Private Sector and Labor Market Integration Officer, the incumbent will support the implementation of project activities related to labor market integration, including government capacity development, skills development and training components. The incumbent will also oversee field level activities aimed at strengthening linkages between employers, local institutions and migrant communities in target provinces, and support job-matching mechanisms and voluntary labor mobility initiatives under the EU funded project called “Promoting Sustainable and Socially Inclusive Labor Market Integration.”

Türkiye hosts the largest refugee population in the world and ensuring the socio-economic integration of this population remains a significant challenge for national and local authorities. Moreover, the earthquakes which took place in February 2023 disrupted economic activity and labor markets, increasing the need for targeted employment and integration interventions.

In response to the ongoing needs in Türkiye, the “Promoting Sustainable and Socially Inclusive Labor Market Integration” Project aims to increase formal employment opportunities for Syrians under Temporary Protection, Persons under International Protection and host community members while strengthening the harmonization process in Türkiye. The project is implemented by the International Organization for Migration (IOM), in partnership with the Ministry of Interior-Presidency of Migration Management (PMM), the Ministry of Labor and Social Security (MoLSS) and Social Security Institution (SSI).

Through a combination of institutional capacity development, skills development, and private sector engagement, the project seeks to improve access to decent work opportunities for migrants and host communities. Pilot activities will also facilitate voluntary labor mobility between provinces to better align labor supply with labor demand, in coordination with relevant stakeholders such as: Turkish Employment Agency (İŞKUR), Small and Medium Enterprises Development Organization (KOSGEB), chambers, municipalities and civil society partners.

Responsibilities

  1. Coordinate the implementation of project activities related to labor market integration, including training, capacity building, employer engagement, job matching and voluntary labor mobility, ensuring compliance with IOM policies and donor requirements.

  2. Schedule interviews and counselling sessions with project beneficiaries.

  3. Support the revision of project work plans, budgets, monitoring and evaluation tools and standard operating procedures, and identify implementation challenges and corrective measures.

  4. Support labor market and sectoral assessments to identify skills gaps, labor shortages and employment opportunities, and contribute to the design of targeted employability and training interventions.

  5. Strengthen engagement with private sector actors, chambers of commerce and relevant stakeholders to identify labor demand and facilitate job-matching opportunities for project beneficiaries.

  6. Support the provision of incentives through employers including, social security premiums and work permit fees.

  7. Coordinate with relevant government institutions, civil society organizations and private sector partners to support project implementation.

  8. Coordinate the collection, analysis and management of project and labor market data, and maintain job-matching and employment management systems to track beneficiary profiles and employment outcomes.

  9. Contribute to project monitoring, reporting and visibility by preparing analytical inputs, reports and communication materials in line with IOM and donor requirements.

  10. Fulfil any other duties required by the LMI Unit.

Qualifications

Required Qualifications and Experience

Education

  • Bachelor’s degree in a related field from an accredited academic institution with four years of relevant professional experience; or,

  • Master’s degree or higher in a related field from an accredited academic institution with two years of relevant professional experience,

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Four years of professional experience in implementing projects in one of the following fields: socio-economic development, employment, migration management, protection and human rights 

  • Experience in organization of large-scale events and meetings 

  • Experience in administrative and logistical arrangements 

  • Experience in project budgeting and indicator-based reporting 

  • Coordination experience working with public institutions, private sector entities, donor agencies, civil society organizations

  • Experience working with vulnerable groups and/or in sensitive environments is an advantage 

  • Experience working in a UN agency is an advantage 

Skills

  • Proven analytical, interpersonal and organizational skills.

  • Excellent report drafting skills.

  • Good level of computer literacy.

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

For this position, Fluency in English and Turkish is required (oral and written).

Working knowledge of Arabic is advantageous.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
