Organizational Context and Scope

IOM provides comprehensive support to the United States Refugee Admissions Program (USRAP), including case processing, migration health assessments, cultural orientation training, organized transportation, and administration of the travel loan and collections program. The Department of Mobility Pathways and Inclusion (MPI), through the Resettlement and Movement Management Division (RMM), holds organizational responsibility for providing direction, oversight, and guidance to IOM’s worldwide support for all resettlement programs.  

Under the direct supervision of the Head of USRAP Travel Loan Program (TLP) and the overall supervision of the USRAP Global Coordinator, the Project Coordinator will have the following duties and responsibilities: 

Responsibilities

  1. Support the Head of USRAP TLP to ensure the three pillars (Contact Center, Account Management and Systems Solutions & Innovation) work as one program and maintain a clear process architecture with harmonized SOPs, handoffs, and escalation paths, guaranteeing program cohesion and appropriate information management. 
  2. Provide daily management and supervision of activities undertaken by Contact Center and Account Management staff member including training and technical assistance and ensure effective cooperation between designated activities and other IOM units.
  3. Supervise and oversee Contact Center and Account Management staff, ensuring activities are completed in an efficient accurate manner in compliance with IOM standards as well as with U.S. regulations such as Fair Debt Collection Practices Act (FDCPA), the Fair Credit Reporting Act (FCRA).
  4. Oversee SOP lifecycle (drafting, reviews, version control, trainings) and embed quality checks and traceability across processes and systems, within the Contact Center and Account Management pillars.
  5. In coordination with the Head of USRAP TLP, liaise with USRAP leadership and relevant HQ/DFM/Compliance partners on policy interpretation, risk mitigation, credit dispute posture, and participant protection safeguards.
  6. Regularly update the risk assessment, support presentations to senior management and external counterparts.
  7. Support the Head of TLP in communicating and coordinating with internal and external partners, including diverse IOM departments, relevant TLP vendors, USG and Movement Operations teams. Develop and maintain a positive working relationship between TLP staff and external counterparts. 
  8. Regularly draft and contribute to reports to ensure relevant stakeholders are kept informed about ongoing activities and developments of the program.
  9. Represent IOM in a variety of meetings and forums, including with program donors, partners, and stakeholders, as required and delegated.
  10. Monitor the implementation of program activities; measure progress against objectives, indicators, projections and targets; and prepare concise program performance reports.
  11. In coordination with the Head of USRAP TLP and the Systems Solutions and Innovation Officer, identify the priorities and make recommendations towards the design and development of new solutions aligned with emerging trends, as well as donor interests and requirements. 
  12. In the absence of the Head of USRAP TLP, serve as Officer in Charge defined periods, exercising delegated authority to ensure continuity of operations, timely decisions, and representation in strategic fora.
  13. Proactively implement fraud prevention measures in all aspects of program delivery in accordance with IOM policies, RMM Integrity Guidelines (RMM IGs) and PRM Fraud Prevention and Mitigation Measures. Bring to the attention of the Head of USRAP TLP, any fraud allegations and non-compliance of staff or other areas of concern and provide plans for improvements, including QC enhancements, that will maintain the integrity of activities and improve effectiveness.
  14. Uphold RMM Protection Mainstreaming Minimum Standards while carrying out all duties and responsibilities and demonstrate the ability to remain professional, impartial and unbiased during all interactions with migrants and colleagues per the IOM Standards of Conduct and instruction on the prevention of sexual exploitation and abuse (PSEA). Alert the supervisor or management of any non-compliance to SOPs, RMM Protection Mainstreaming Minimum Standards or IOM Standards of Conduct by IOM personnel or partners.
  15. Undertake duty travel as required and delegated to participate in meetings, trainings and other programme activities.
  16. Perform such other duties as may be assigned. 

Qualifications

Required Qualifications and Experience

Education

  • Master’s degree in Social Science, International Relations/Affairs, Law, Research, Regional Studies, Finance, Computer Sciences, Statistics, Business Administration or a related field from an accredited academic institution with five years of relevant professional experience; or
  • Bachelor’s degree in the above fields with seven years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Experience working with migrants, civil society, and governments;
  • Proven experience in leading and managing a multidisciplinary team;
  • Experience liaising with senior-level IOM and external stakeholders;
  • Experience working in Resettlement and Movement Management or USRAP is an advantage; and,
  • Proven track record embedding regulatory compliance.

Skills

  • Strong knowledge of IOM and inter-agency protection standards and operational procedures and guidelines;
  • Solid coordination skills;
  • Strong writing, editing, presentation and training facilitation skills;
  • Excellent computer skills: excellent knowledge of MS Word, Excel, PowerPoint and email/internet software, statistical analysis packages;
  • ​Knowledge of Structured Query Language (SQL) is an advantage; 
  • Ability to gather, consolidate, and attribute information from multiple sources, as well as process design;
  • High degree of judgment and initiative, ability to work with a high degree of independence within assigned areas; 
  • Strong interpersonal and teamwork skills; and,
  • Proven ability to establish and maintain effective working relationships with people of diverse cultural and national backgrounds.

Languages

OM's official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
