Organizational Context and Scope

IOM provides comprehensive support to the United States Refugee Admissions Program (USRAP), including case processing, migration health assessments, cultural orientation training, organized transportation, and administration of the travel loan and collections program. The Department of Mobility Pathways and Inclusion (MPI), through the Resettlement and Movement Management Division (RMM), holds organizational responsibility for providing direction, oversight, and guidance to IOM’s worldwide support for all resettlement programs.   

Under the direct supervision of the Head of USRAP Travel Loan Program (TLP) and the overall supervision of the USRAP Global Coordinator, the TLP Systems Solutions & Innovation Officer will be based in Washington, DC, United States of America, will support the program achieving full efficiency, accountability and innovation, and is responsible for the following duties and responsibilities. 

Responsibilities

  1. Monitor global industry trends and emerging technologies and contribute to the identification of opportunities for innovation within Travel Loan Program’s operational context.  Assist in testing and documenting proof-of-concept (POC) initiatives for external IT solutions, including scalability, security, and cost-effectiveness considerations.
  2. Identify and recommend innovative solutions that enhance operational efficiency and user experience across TLP and IOM systems to the Head of USRAP TLP in consultation with ICT in Valencia.  Support translation of business requirements into technical specifications, ensuring alignment with organizational objectives and compliance with IOM ICT governance.
  3. In coordination with the Head of the TLP and relevant ICT Valencia, support business analysis for ICT-related TLP projects, and participate in needs assessments, gap analyses, and feasibility studies. Recommend process improvements and digital solutions that streamline workflows and reduce operational bottlenecks.  Support the overall development of the TLP by suggesting potential improvements to processing activities.
  4. Facilitate and coordinate User Acceptance Testing as needed.
  5. Provide technical guidance and training to staff on new systems and tools, fostering a culture of digital literacy and innovation. 
  6. Serve as the TLP information management and information security focal point. Liaise with HQ ICT and IM units, regional offices, and external vendors to facilitate interoperability, security, and compliance with global and organizational standards. 
  7.  Assist in monitoring that all TLP solutions adhere to IOM’s data protection policies and international standards for information security, as well as SOC2 standards.  Support the Head of the TLP in implementing risk mitigation measures and maintain audit-ready documentation for systems outside IOM.
  8. Regularly develop and run data queries for analysis of the program and to respond to external parties’ requests. 
  9. Perform spot check and quality checks on Collect! accounts to verify TLP contact center staff are using functionality as intended and report findings to the supervisor. Propose changes or suggest efficiencies where necessary to the TLP leadership.
  10. In coordination with the Head of the TLP, if required, act as the focal point for the USRAP Travel Loan Program with external software providers; coordinating requests; participating in TLP, Collect!, Google, and other TLP external technology partners collaboration and knowledge-sharing forums. Consolidate tickets within the TLP team and coordinate the follow-up with external solution providers.
  11. Support the Head of USRAP TLP in drafting updates to existing SOPs in coordination with other TLP units’ leads; provide feedback from observations that require local or overall SOP update or system changes.
  12. As needed, support the TLP on other Compliance-related projects and activities in USRAP in relation to such areas as monitoring and evaluation, training, project support, project reporting, protection and/or fraud and malfeasance prevention. 
  13. Perform other duties as assigned.   

Qualifications

Required Qualifications and Experience

Education

  • Master’s degree in a relevant area with two years of relevant professional experience; or,
  • Bachelor’s degree in Computer Science, Information Technology or similar field with four years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Demonstrated proficiency with solution design and implementation is essential;
  • Proven direct experience with innovative solutions is required; and,
  • Experience in Phyton, SQL, and MS PowerBI is highly desired.

Skills

  • Familiarity with IOM's administrative, ICT and business rules and practices is desirable;
  • Strong written and verbal communication skills and ability to effectively communicate others;
  • Excellent computer skills and a high level of proficiency in spreadsheet and database applications;

  • Programming with a high-level language such as Python is an advantage.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
