As part of the Office of Ethics and PSEAH Office of Ethics and Prevention (OEP), the Protection from Sexual Exploitation and Abuse and Sexual Harassment (PSEAH) Unit leads IOM’s work to combat sexual exploitation and abuse and sexual harassment in coordination with offices and missions across IOM and counterparts throughout the United Nations (UN), Inter-Agency Standing Committee (IASC), and humanitarian community. The PSEAH Unit’s strategy focuses on strengthening leadership and organizational culture; institutional accountability and transparency; training and outreach; victim assistance; and partnership and coordination. 

Under the direct supervision of the IOM PSEAH Sr Governance & Protection Officer (Regional PSEAH Officer) in Nairobi, and in close coordination with the Sub-Regional Director and the Senior Coordinator PSEAH at Headquarters (HQ), the PSEAH Officer will play a key role in supporting the integration of PSEAH across the East, Horn and Southern Africa Region, with a focus on the Southern Africa Sub-Region. The PSEAH Officer will support the application of global PSEAH-related policies, guidance, and tools are fully integrated within IOM Offices, programming, operations, and administration, and amongst partners and affected populations, and ensure that best practices and resources are shared widely. PSEAH Officer will hold the following responsibilities:

Responsibilities

1. Support the coordination and implementation of PSEAH activities: In coordination with the Regional PSEAH Officer, support the implementation of IOM's PSEAH response across the region, with a particular focus on Country Offices without dedicated PSEAH staff capacity; ensure alignment with IOM's policies and procedures and donor requirements.

2. Contribute to global PSEAH initiatives: Support global-level PSEAH priorities in close coordination with the global IOM PSEAH Unit. This includes contributing to efforts to strengthen leadership and organizational culture, strengthen the capacity of key stakeholders, and enhance partnerships and inter-agency coordination.

3. Provide technical support and guidance to Country Offices: Provide ongoing technical guidance and support to IOM Country Offices with a particular focus on supporting designated PSEAH Focal Points and Alternates, PSEAH Officers within the sub-region, SRO-based Regional Thematic Specialists, and Programme Managers across the region to strengthen PSEAH integration at all levels.

4. Support integration of PSEAH and resource mobilization efforts: Support the integration of PSEAH components in project proposals, budgets, and reports, and provide inputs to fundraising and donor engagement efforts across the region.

5. Strengthen strategic planning and reporting on PSEAH: Provide inputs to sub-regional and country-level strategic frameworks and response plans by ensuring PSEAH is systematically integrated; support regional data collection, management, and reporting to show scope and impact of PSEAH work, in coordination with the Regional PSEAH Officer.

6. Engage and Support IOM partners: In collaboration with the Regional PSEAH Officer and the global PSEAH Unit and Country Offices, support engagement with implementing organizations, Third-Party Contractors (TPCs), governments, and other partners; identify capacity gaps and provide tailored technical guidance.

7. Support regional training and awareness-raising efforts: Assist in the design, coordination, and delivery of regional capacity-building initiatives on PSEAH, including PSEAH training for IOM personnel, and the development of tools and implementation of awareness and communication strategies.

8. Contribute to strengthen prevention and response mechanisms: Assist Country Offices and sectoral units to conduct Sexual Exploitation, Abuse, and Sexual Harassment (SEAH) risk assessments and implement risk mitigation measures; help enhance existing/new community feedback mechanisms to ensure these can receive sensitive complaints; in coordination with the Regional PSEAH Officer and the global SEAH case management team, support Country Offices in facilitating victim-centred assistance and coordination with Gender-based Violence, Child Protection and Protection specialists.

9. Foster coordination and presentation of IOM’s PSEAH efforts: Participate in inter-agency PSEAH forums, support coordination and knowledge exchange with UN partners and other stakeholders, and support outreach to promote PSEAH integration across humanitarian and development efforts.

Qualifications

Required Qualifications and Experience

Education

  • Master’s degree in Law, International Relations, Psychology, Social Sciences, Development Studies and Planning, or a related field from an accredited academic institution with two years of relevant professional experience; or,

  • University degree in the above fields with four years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Professional experience in the fields of sexual exploitation and abuse, sexual harassment, protection, child protection, gender-based violence, Accountability to Affected Populations (AAP), gender mainstreaming, and/or humanitarian affairs; 
  • Experience supporting the management or coordination of sexual exploitation and abuse, sexual harassment, child protection, or gender-based violence cases;
  • Experience supporting coordination within the UN and IASC systems and with governments, NGOs, and affected populations;
  • Experience supporting development and delivery of PSEAH trainings, in particular capacity-building, and communication materials to promote behavior change to a range of stakeholders;
  • Experience supporting PSEAH risk assessments, in coordination with relevant offices, communities, partners, and UN and other key stakeholders;
  • Experience contributing to mainstreaming PSEAH, gender-based violence, child protection, protection, gender or accountability to affected populations in programmes; and,
  • Experience in proposal development and the creation of standard operating procedures and tools.

  • Knowledge and understanding of IOM’s institutional approaches on PSEAH and related strategies, policies, regulations, and rules;
  • Ability to work with the affected individual with empathy, sensitivity, and a victim-centred approach; and,
  • Ability to work with and maintain strict confidentiality, as required.

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

For this position, fluency in English is required (oral and written).

Working knowledge of French is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
