Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Project Context and Scope
In the Lac Province, conflict with violent extremist organization (VEOs) factions such as Jama’atu Ahlis Sunna Lidda’awati wal-Jihad (JAS) and Islamic State West Africa Province (ISWAP) (hereinafter collectively referred to as BH/ISWAP) has created a deepening social, political, security and humanitarian crisis. In response to requests from Chadian Government, the International Organization for Migration (IOM) is supporting activities aiming to support and accompany their efforts for promoting sustainable exit pathways for ‘low-risk’ former associates of BH/ISWAP, reducing recruitment into VEOs, ensuring sustainable reintegration, and promoting broad reconciliation for sustained reintegration and low recidivism.
Key progress in the Government of Chad’s efforts to support exits from VEOs include the development and political validation of the National Strategy for the Disassociation, Disengagement, Reintegration and Reconciliation (DDRR) in April 2024, as well as its accompanying Action Plan in August 2025.
Since February 2025, Chad has benefited from the establishment of a UN Inter-Agency Working Group (IAWG) on DDRR, co-led by IOM and the Resident Coordinator’s Office (RCO). Meeting on a regular basis, the key objectives of this group are to promote common analysis, information sharing and joint programmes in support of DDRR, as well as to provide a platform for coordinating joint advocacy messages to the Government. As agreed by the IAWG, one key deliverable is a common Human Rights Due Diligence (HRDD) assessment, that will be able to make a holistic review of the DDRR process is it is currently in Lac province.
Under the overall supervision of the IOM Chief of Mission, the direct supervision of the IOM DDR/PVE Advisor, and in close coordination with key UN partners such as the RCO, the Office for the High Commissioner for Human Rights (OHCHR), and the UN Office for Drugs and Crime (UNODC), the successful candidate will be responsible for delivering a comprehensive HRDD regarding UN support to DDRR in Chad’s Lac Province.
Responsibilities
The objective of the consultancy is to provide technical support to IOM and all IAWG-DDRR members for the delivery of a comprehensive HRDD related to the provision of assistance to national authorities on DDRR.
Furthermore, the consultancy will facilitate the development a comprehensive knowledge base, based on best practices and in cooperation with relevant stakeholders, through building synergies and identifying modalities for improved delivery of results. The incumbent is expected to draw upon previous stakeholder analyses, risk assessments, capacity and needs assessments, and human rights monitoring conducted, and existing assessments on the [authorities, law enforcement agencies] and any HRDDP General and Preliminary Risk Assessments conducted.
Under the overall supervision of the IOM Chad Chief of Mission and the direct supervision of the IOM Chad DDR/PVE Advisor in close coordination with Chad’s RCO, OHCHR and UNODC, the incumbent is expected to:
Identify possible human rights and data protection risks related to implementation of the foreseen assistance to be provided to the national and provincial authorities, security and defense forces, traditional and religious leaders, civil society, communities and former associates, while taking into account the regional context, legal framework, stakeholder analysis and past interventions of the relevant stakeholders.
Provide advice on required mitigation measures addressing the risks identified related to providing any support to actors as part of the DDRR process in Chad.
To develop the framework for an HRDD monitoring mechanism to be used as a future living document by the IAWG-DDRR, drawing on UN staff capacity as well as potential partnerships with civil society and the beneficiaries of support;
Carry out internal and external, online and on-site consultations as needed with IAWG members, civil society, and beneficiaries of support.
Conduct literature reviews of existing documentation and analysis on the DDRR process and how it is currently operationalized in Lac province.
Undertake international travel for on-site consultations with stakeholders and field visits.
Expected Outputs and Deliverables (in English); Estimated duration to complete:
First deliverable – 10 working days from the start of the consultancy:
Comprehensive “Inception Report” outlining the understanding background & scope, methodology, early insights & recommendations, and implementation plan. This information will be based on remote interviews and a literature review.
Second deliverable - 30 working days from the start of the consultancy:
Comprehensive HRDD Risk Assessment and Proposed Mitigation Measures Report” on UN support to DDRR in Chad. This report will include findings from a visit to Chad and key field sites.
Third deliverable - 40 working days from the start of the consultancy:
Framework for an HRDD Monitoring mechanism, including mechanism design, monitoring frameworks, suggested partnerships and UNCT SOPs on what to do in case violations are detected during the course of project activities.
Qualifications
Required Qualifications and Experience
Education
- Master’s degree in a field of study related to Humanitarian Law, International Law, Human Rights or a related field from an accredited academic institution with relevant professional experience.
Experience
Minimum of 10 (ten) years relevant work experience.
Prior work experience with an international organization and/or providing technical assistance to national authorities is an asset.
Prior knowledge of conflict dynamics within the Lake Chad Basin area and efforts to support exits from Violent Extremist Groups is a strong advantage.
Previous work experience related to implementation of HRDDP policy.
Strong and demonstrable interest in humanitarian and human rights issues.
Good understanding of gender and issues around gender-based violence.
Skills
Excellent writing, communication, negotiation and analytical skills.
Ability to prepare clear and concise reports.
Strong creative and strategic thinking.
Excellent ability to prioritize tasks and strong organizational skills.
Good knowledge of project development, management, and evaluation concepts and procedures is a strong asset.
Good level of computer literacy.
Languages
For this consultancy, fluency in English and French is required.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy.
