Organizational Context and Scope

Under the overall supervision of the Chief of Mission and the direct supervision of the National Resource Management Officer (RMO), the incumbent will support coordination and monitoring of AMIF reporting for the IOM Country Office (CO) in Slovakia, ensuring timely, accurate, and compliant submission of all related reports.

Responsibilities

• Serve as the office focal point on AMIF donor reporting requirements within the mission; maintain an updated working knowledge of donor rules and reporting instructions and any other donor specific requirements.
• Liaise with the donor and co-ordinate within IOM mission to facilitate timely submission of requested inputs for the donor including data on indicators, requests for payment, final payment, personal matrix, follow-up questions submitted by the donor, budget revisions, etc.
• Monitor and coordinate reporting via dedicated donor tool ITMS used for project management and oversight by the donor.
• Continuously monitor and analyze financial activities within mission’s AMIF projects, verifying adherence to budgetary guidelines and financial policies.
• Review and verify all accounting operations, including invoices, expense reports, and financial transactions, to guarantee accuracy and compliance with regulatory standards.
• Support the management of project finances, including tracking expenses, revenue, and cash flow, while maintaining organized and up-to-date financial records.
• Compile financial documentation and records for audits, liaising with external auditors if necessary to facilitate smooth auditing processes.
• Verify financial transactions conducted within the WAVE financial system, identifying discrepancies, monitoring data integrity and suggesting corrective measures.
• Handle the preparation, submission, and tracking of payment requests, collaborating with relevant stakeholders to facilitate prompt payment processing.
• Assist in the development, monitoring, and periodic revision of project budgets, in alignment with project goals and financial constraints.
• Conduct preliminary financial analysis, including variance analysis and reconciliation of financial reports, to identify trends, discrepancies, and opportunities for optimization.
• Participate in regular meetings with project teams to discuss financial performance, identify cost-saving opportunities, and streamline budget utilization.
• Maintain clear and transparent communication with project donors, government authorities, and other relevant stakeholders regarding financial matters, providing updates and reports as needed and approved by the supervisor.
• Prepare and present budget reports, financial forecasts, and expenditure analysis to project leadership and stakeholders as required.
• Adhere to all financial and accounting standards, regulations, and internal policies.
• Maintain accurate and organized financial records, documentation, and audit trails for all financial transactions and activities.
• Support the AMIF Reporting Team by providing guidance to the staff involved in AMIF reporting; and,
• Perform any other duties as assigned by the Head of Office and/or National Resource Management Officer.

Qualifications

Required Qualifications and Experience

Education

  • University degree in Business or Public Administration or a related field from an accredited academic institution, with at least four years of relevant professional experience, preferably in similar roles; or,
  • Completed High School degree from an accredited academic institution, with at least six years of relevant working experience, preferably in similar roles.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Experience with and knowledge of IOM administrative/financial management policies and AMIF procedures of a national and/or international non-governmental organization will be an added advantage;
  • Experience in institutional and technical aspects of administrative management of PRIMA and ITMS including coordination and executing reporting requirements;
  • Familiarity with International Accounting Standards (IAS) or International Public Service Accounting Standards (IPSAS) an advantage; and,
  • Previous work experience with national, regional or international public bodies would be an advantage.

Skills

  • Attention to detail and ability to organize work in a methodical way; and,
  • High level of computer literacy in standard MS products with specific proficiency in MS Excel is required.

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

For this position, fluency in Slovak and English is required (oral and written). Working knowledge of another official IOM language (French, Spanish) is an advantage.

Proficiency of language(s) required may be specifically evaluated during the selection process, which may include written and/or oral assessments.
