Job Description
Under the overall supervision of the Chief of Mission and the Head of Programmes Humanitarian and direct supervision of the National Programme Officer (Emergency Health and Recovery), the Senior Programme Associate (Health) will support the IOM Emergency Health and recovery operations towards the successful implementation and monitoring of IOM Ukraine’s health, emergency preparedness and response and recovery projects in Ukraine.
Responsibilities
1.Support coordination efforts with local authorities, assist in identifying operational issues and possible solutions, and remain available for short-notice deployment to field locations as part of for rapid response activities.
2.Assist in the implementation of IOM’s global, regional and national Emergency Health and Recovery Strategic objectives, including support to partners identification, selection, onboarding, and monitoring processes to help deliver quality healthcare services to affected populations in line with IOM’s policies and requirements.
3.Assist in implementation and monitoring of health activities including, but not limited to:
Support the coordination and monitoring of standardized lifesaving health service, including primary health care, pre-hospital and hospital care, delivered through IOM funded mobile clinics, health care facilities, and any other host posts, including those managed by Implementing Partners, following WHO and national guidelines. Assist with the dissemination of protocols, clinical guidelines, and coordination of training.
Support the implementation of capacity-building activities for healthcare workers and/or civilians where needed in alignment with health cluster and national guidelines.
.Assist in implementation programmes aimed at enhancing physical rehabilitation services in accordance with the WHO and Ministry of Health (MoH) standards, working closely with local authorities and health facilities administration.
In coordination with the supervisor and cooperation with Medical Supply Officer, assist in the assessment of medical equipment needs and support the preparation of procurement documentation, including PRs raising, prepositioning of medical stock and inventories. Assist in the documentation of medical item donations to selected health facilities, as required.
Assist in health facilities assessments related to repair and renovation needs in the areas of responsibility. Support the monitoring of repair and recovery activities in selected health facilities, working closely with local authorities, IOM’s Shelter and WASH units and any other relevant unit as needed.
Assist in organizing and conducting rapid health needs assessments based on national government and organizational priorities and in coordination with other stakeholders to identify key and urgent health needs, as needed, and IOM potential support, in coordination with the supervisor.
4.Assist with local coordination and facilitation with partners such as WHO/Health Cluster, UNFPA, UNICEF, IFRC or other IOM implementing partners).
5.Assist in contact tracing and community-based surveillance activities during outbreak surveillance and response interventions, providing support as needed in coordination with the team.
6.If assigned by supervisor, attend relevant coordination meetings including with local health authorities, WHO, Health Cluster, Sub Cluster Working Groups, UNICEF, as well as other actors. Provide support in documenting meeting outcomes, tracking action points, and facilitating communication between stakeholders as needed.
7.Provide weekly reports of activities conducted, including key achievements and challenges encountered; assist in reviewing and drafting project documents (IP narrative reports, concept notes, etc.).
8.Maintain a proper filing system of all financial and project related documentation for auditing purposes.
9.Perform such other duties as may be assigned.
Qualifications
Required Qualifications and Experience
EDUCATION
High school diploma or equivalent with at least six years of relevant experience; or,
Bachelor’s degree in nursing, medicine, community or public health or a related field from an accredited academic institution with four years of relevant professional experience.
EXPERIENCE
At least two years of operational and field experience supporting the implementation of emergency health activities, including those for outbreak prevention, detection and response for migrants, refugees and displaced persons and other vulnerable groups; and early recovery or post-crisis emergency health programming.
Demonstrated experience in coordination and liaison with government authorities, knowledge of structures and functions of the primary health care system, and familiarity with national, UN and international health agencies and donors.
Experience working in the regions closed to the frontline is an advantage.
SKILLS
Excellent communication, presentation and writing skills with strong computer literacy, especially advanced working knowledge of Microsoft Office.
