Organizational Context and Scope
The International Organization for Migration (IOM) is the UN Migration Agency. With 175 member states it is committed to the principle that humane and orderly migration benefits migrants and society. Established in 1951 and now active in over 400 field locations worldwide, IOM works with partners, government and civil society to:
1. Assist in meeting the operational challenges of migration and human mobility;
2. Advance understanding of migration issues;

IOM has been working on Migration, Environment, Climate Change (MECR) and Disaster Risk Reduction (DRR) for over 30 years. IOM’s Migration, Environment, Climate Change and Risk Reduction activities bolster local and national initiatives to prevent and prepare for disasters and related population movements, provide emergency assistance and protection where displacement cannot be avoided, and foster post-disaster recovery solutions and resilience-building.
In line with the IOM Institutional Strategy on Migration, Environment and Climate Change 2021-2030, the Organization pursues three broad objectives in managing environmental migration, intervening at each stage of the migration cycle: 1. “Solutions for people to move” - Managing migration in the context of climate change, environmental degradation, and disasters due to natural hazards. 2. “Solutions for people on the move” - Assisting and protecting migrants and displaced persons in the context of climate change, environmental degradation, and disasters due to natural hazards. 3. “Solutions for people to stay” - Making migration a choice by building resilience and addressing the adverse climatic and environmental drivers that compel people to move.
Under the overall supervision of the Chief of Mission (CoM), and the direct supervision of the Senior Programme Officer and technical supervision of the (Regional Responses to Climate Displacement in Sub-Saharan Africa (RE2CLID) Programme Coordinator, and in close coordination with the Regional Thematic Specialist (RTS) at the Regional Offices (RO) for East and Horn of Africa in Pretoria (DHRR), and Nairobi (CAD), and relevant Divisions/Departments/Units at Headquarters (HQ), the Project Officer will support and coordinate the implementation, monitoring and reporting activities of the Disaster Risk Reduction (DRR) and Climate Change Adaptation (CCA) Programme in Democratic Republic of Congo (DRC).
Responsibilities
1. Support and coordinate the overall implementation of the RE2CLID project, including its financial, administrative, and technical components, in full compliance with IOM policies and procedures, donor requirements, agreed timelines, and deliverables, under the supervision of the RE2CLID Programme Coordinator.
2. Provide operational and technical guidance and support to RE2CLID project staff in planning and implementing DRR and CCA interventions, and closely monitor project progress to enhance effectiveness, identify risks, and recommend timely corrective actions.
3. Contribute to the monitoring of project progress against approved objectives, indicators, and benchmarks, and support the application of a results-based Monitoring, Evaluation, Accountability and Learning (MEAL) framework, including data collection, analysis, and reporting, in close coordination with the Country Office M&E Officer.
4. Assist in project development and resource mobilization efforts by contributing to the drafting of concept notes and sections project proposals, supporting needs assessments, and identifying opportunities to integrate DRR, CCA, and human mobility considerations into regional, national, provincial and local frameworks.
5. Supervise project staff, consultants, and implementing partners, ensuring adherence to workplans, technical standards, and contractual obligations, and contribute to the organization and delivery of capacity-building activities for government counterparts, local authorities, community structures, and civil society actors.
6. Contribute to coordination and compliance with implementing partners and stakeholders, and maintain effective working relationships with Government institutions, United Nations agencies, NGOs, and development partners, ensuring alignment with national DRR and climate adaptation strategies and complementarity with ongoing initiatives.
7. Support effective internal coordination within the Country Office, liaising with relevant programme support units (Resource Management Unit and Programme Support Unit) to facilitate smooth implementation of RE2CLID project activities and timely resolution of operational issues.
8. Support information management, knowledge sharing, and visibility efforts related to RE2CLID project, including the preparation of briefs, updates, success stories, and visibility materials highlighting project achievements, lessons learned, and good practices, in coordination with the donor and IOM communications units.
9. Contribute to the drafting of high-quality narrative and financial reports, donor updates, and internal briefings, ensuring accuracy, consistency, and compliance with IOM and donor reporting standards.
10. Participate in relevant coordination platforms, including conferences, workshops, steering committees, technical working groups, and other fora, and contribute to the presentation and dissemination of IOM’s project achievements and lessons learned.
11. Participate in relevant coordination mechanisms, technical working groups, and UN fora, as delegated, to support the mainstreaming of DRR, climate adaptation, and climate-related human mobility into humanitarian, development, and policy discussions, including United Nations Sustainable Development Country Framework processes.
12. Undertake duty travel as required to support project implementation, coordination, supervision, and monitoring activities.
13. Perform such other duties as may be assigned.
Qualifications
Required Qualifications and Experience
Education
- Master’s degree in International Relations, Political Science, Humanitarian Affairs, Economic Development, Business or Public Administration, International Studies, or a related field from an accredited academic institution with two years of relevant professional experience; or,
- University degree in the above fields with four years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
- Experience in disaster risk reduction, climate change adaptation, early warning systems, emergency preparedness, and/or community-based resilience programming;
- Experience in project management, implementation, coordination, and monitoring;
- Experience in project development and capacity-building activities;
- Experience liaising with government authorities, donors (including the European Union), and national/international partners;
- Experience in organizing consultations, workshops and seminars with stakeholders;
- Experience in policy engagement and representation with national authorities, UN partners, inter-agency coordination groups, NGOs and CSOs is preferred; and,
- Work experience in DRC is an advantage.
Skills
- Ability to build and maintain effective working relationships with government counterparts, UN agencies, NGOs, development partners, and private sector actors in climate resilience and displacement contexts;
- Strong skills in supervising teams, coordinating multi-partner activities, and ensuring effective information management and reporting;
- Solid understanding of the UN system, humanitarian development nexus, and coordination mechanisms relevant to DRR, CCA, and climate mobility;
- Good understanding of climate-related migration and displacement dynamics, with the ability to engage and negotiate with government authorities;
- Proven capacity in managing human and financial resources in compliance with donor and organizational requirements;
- Strong analytical, conceptualization, and writing skills to translate technical concepts into clear project and reporting outputs;
- Excellent communication, organizational, and interpersonal skills for effective coordination and representation;
- Ability to manage competing priorities, meet deadlines, and deliver quality results with autonomy; and,
- Capacity to maintain and strengthen strategic partnerships to ensure alignment, complementarity, and sustainability of interventions.

For this position, fluency in English and French is required (oral and written).
Working knowledge of Swahili is an advantage.
