Introduction
Organizational Context and Scope
Under the overall supervision of the Chief of Mission for IOM Vanuatu and the direct supervision of the Programme Officer (Humanitarian, Preparedness, Response, and Recovery), and in close coordination with the IOM Office in Fiji with coordinating functions for the South Pacific and IOM thematic specialists in Regional Office for Asia and the Pacific, Bangkok, the National Programme Officer will be responsible for supporting all activities related to disaster preparedness, response, recovery, and displacement management in both emergency and development contexts and supporting the completion of projects under the Disaster Resilience and Climate Change Unit.
Responsibilities
Assist the Chief of Mission and relevant Project Managers to coordinate and monitor the operational, administrative and financial aspects of all activities related to disaster risk reduction, disaster response and displacement management in both emergency and development contexts, in accordance with IOM policies and practices as well as donor requirements.
Provide technical support to National Disaster Management Office (NDMO), coordinate IOM interventions such as distributions of emergency shelter repair and Non-Food Items (NFIs) kits to target households, and monitor the needs and demographics of internally displaced by assisting and guiding enumerators to conduct research using Displacement Tracking Matrix (DTM) tools.
Support the Program Manager in implementation of activities under all projects of the Disaster Resilience and Climate Change unit including Disaster Risk Reduction (DRR) projects. Ensuring timely and effective execution of activities as per the work plan and grant agreements. This incudes supporting with financial, logistical, administrative, and technical aspects, in compliance with IOM and donor requirements
Keep the supervisor informed on the status of project implementation; identify gaps and suggest actions to improve implementation.
Participate in the development and adjustment of the project work plans, including disaster or displacement related project workplans currently implemented in the mission. This includes reviewing of project budgets, developing monitoring & evaluation tools and standard operations procedures in coordination with the Project Managers or supervisor.
Coordinate the collection, verification and analysis of data and background information for any disaster/displacement projects. Support with updating information management systems and social media platforms on project related activities including project awareness and visibility, summaries, press releases and other relevant materials. Support the Chief of Mission and relevant Project Managers in drafting strategic documents, sections of proposals, concept notes, donor interim and final reports, case studies and information materials including other regular or ad-hoc project reporting and documentation as required by facilitating and compiling inputs from field teams disaster and displacement management related issues.
Support the Chief of Mission, relevant Project Managers, and relevant technical / thematic colleagues in preparation of technical briefs and tools as needed.
Contribute to the planning, development, organization and delivery of capacity building activities in the context of displacement, disaster or emergency response targeting IOM staff, government and civil society partners, implementing partners, communities, beneficiaries, and other relevant stakeholders.
Provide support to NDMO, to operate and co-lead the Displacement and Evacuation Centre Management (DECM) Cluster in Vanuatu. Including assisting with the facilitation of regular cluster meetings, coordinating and gathering information from partners, preparing and circulating relevant materials such as minutes of meetings, and other technical materials. Maintain and update list of DECM partners.
Attend relevant conferences, workshops, working groups, interagency coordination meetings, and other forums. Support in organizing meetings related to durable solutions, DRR, etc as needed.
Liaise and coordinate with donors, partners, United Nations agencies, local authorities and stakeholders and government counterparts.
Maintain up-to-date knowledge and information on any issues related to disaster and displacement management particularly in the context of Vanuatu through desk research, field visits, coordination and knowledge exchanges with relevant stakeholders.
Undertake duty travel relating to project implementation, monitoring visits, project assessments, liaison with counterparts, etc.
Comply with IOM’s policies and procedures including prevention of sexual exploitation and abuse (PSEA) and promotion of a respectful work environment to contribute to a healthy workplace.
Perform other related duties as may be assigned by supervisor(s).
Qualifications
Required Qualifications and Experience
Education
Bachelor’s degree in Political or Social Sciences, Law and/or International Relations, International Development, Disaster Management, Humanitarian Affairs, or a related field from an accredited academic institution with two years of relevant professional experience; or
Master’s degree in the above fields.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
Experience in project support, preferably in the context of disaster risk reduction or humanitarian response.
Experience working in humanitarian response operations is an advantage.
Experience in data collection and data management.
Experience in liaising with governmental authorities, national/international institutions, UN agencies, and non-governmental organizations is an advantage.
Experience in community engagement and capacity building is an advantage.
Demonstrated experience in implementation, management, and evaluation, especially in the field of disaster and displacement management;
Experience in assessment, review, and development of guidelines, polices, or SOPs;
Experience in conducting trainings for various audiences;
Experience working with various stakeholders including government as well as communities, civil societies, UN agencies, NGOs, and donors;
Familiarity with humanitarian and development principles especially related to displacement and humanitarian response;
Previous experience with international organizations in the development and humanitarian sectors, including experience working in the UN/INGO system is desired.
Skills
Good knowledge of disaster preparedness, evacuation management, and displacement issues.
Understanding of humanitarian affairs and dynamics, and disaster governance structures and procedures in Vanuatu is an advantage.
Understanding of disaster data and information management processes.
Good coordination, communication, and interpersonal skills.
Ability to work effectively in a team and independently.
Proficiency in Microsoft Office applications, including Excel.
Proficiency in GIS software is an advantage.
Knowledge of UN and bilateral donor programming;
Strong organizational skills;
Excellent writing, communication, negotiation and analytical skills.
Languages
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
For this position, Fluency in Bislama and English language is required (oral and written).
Working knowledge of one or more Vanuatu indigenous languages
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
