Introduction

Project Context & Scope
The Sef Ples Blong Yumi Phase 2 project, implemented by the National Disaster Management Office (NDMO) in collaboration with the International Organization for Migration (IOM), supports the Government of Vanuatu to strengthen disaster preparedness, coordination, and evacuation centre management across multiple hazards.

The project focuses on strengthening the DECM Cluster’s coordination capacity, updating and rolling out the National Evacuation Centre Management Guidelines (NECMG) and Evacuation Toolbox, improving information management systems, and supporting preparedness at national, provincial, and Area Council levels.

The DECM Provincial Coordinator will play a key role in supporting coordination, preparedness planning, data management, and operational readiness of the DECM Cluster at national and/or provincial level.
 

Nature of the Consultancy

To support the Displacement and Evacuation Centre Management (DECM) Cluster in strengthening preparedness, coordination, information management, and operational readiness at national and provincial levels under the Sef Ples Blong Yumi Phase II project.

Responsibilities

Tasks to be performed under this contract
  • Attend to regular coordination meetings that are convened and supported, with agendas, minutes and action trackers produced and circulated.
  • Support in updating evacuation centre mapping and inventory for assigned province(s)/municipality, including location, capacity, facilities, and management arrangements.
  • Attend to Evacuation Centre Management Committees (ECMCs in line with the National Evacuation Center Management Guidelines (NECMG).
  • Support and coordinate the facilitators aligned with national and provincial priorities for the roll-out of NECMG and Evacuation Center Management (ECM) Toolbox
  • Regular collection, consolidation and submission of EC and displacement data to NDMO/DECM Cluster; Provide basic analysis and coordination updates produced during preparedness and emergencies.
  • Up-to-date partner activity mapping and identification and reporting of gaps and overlaps in EC and displacement support.
  • Participate in simulations and/or emergency responses is ensured, with After Action Review or lessons learned inputs produced.
  • Where necessary, assist in monthly activity reports; field visit reports and coordination briefs are produced with action tracking on agreed coordination priorities.
  • Conduct On-the-job coaching and mentoring, contributing to improved functionality of local coordination and evacuation centre management structures.
  • Coverage of trainings (provinces, Area Councils, communities) achieved against the agreed plan.
  • EC and displacement data regularly collected, consolidated and submitted to NDMO/DECM Cluster within agreed timelines.
  • Number of coordination updates, briefs or situation summaries produced during preparedness and/or response.
  • Partner activity mapping updated and gaps identified and reported.
  • Participation in simulations and/or emergency responses, with After Action Review or lessons learned inputs produced.
  • Monthly activity reports, field visit reports and coordination briefs submitted on time.
Performance indicators for the evaluation of results
  • Number of DECM coordination meetings convened, with agendas, minutes and action trackers produced on time. At least 25 participants, not limited to, is trained (measured by signed attendance, sheets, training reports and agenda)
  • Evacuation center mapping and inventory completed and updated for assigned areas.
  • Number of Evacuation Centre Management Committees (ECMCs) established or strengthened.
  • Number of priority evacuation centers supported to develop or update preparedness arrangements aligned with the NECMG.
  • Evidence of improved local coordination and EC management capacity, demonstrated through:
  • Regular coordination meetings held with documented agendas and minutes
    • Strengthened organization, coordination, and management of evacuation centers at national and sub-national levels Number of coaching and mentoring sessions provided to provincial and community counterparts.
    • Stakeholder satisfaction and feedback from DECM cluster partners, government stakeholders, provincial authorities and partners on coordination effectiveness.

Qualifications

Required Qualifications and Experience

Education

  • Tertiary qualification in Disaster Management, Public Health, Social Sciences, Education, or equivalent experience

Experience

  • Minimum 3 years facilitating trainings/community capacity-building (EC management, DRR, WASH, Shelter/Protection preferred).
  • Experience working with government (NDMO/Provincial Government/Area Councils), NGOs or community groups in Vanuatu

Skills

  • Strong facilitation, mentoring and stakeholder coordination skills.
  • Familiarity with AAP, PSEA and protection risk mitigation; ability to apply referral pathways.
  • Good data/documentation discipline; Microsoft 365 proficiency; Kobo/ODK experience an advantage.

Languages

For this consultancy, Fluency in Bislama and English language is required. Working knowledge of French is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Travel 

Yes

Duty travel across Vanuatu, to remote and rural Area Councils, to coordinate evacuation center management and to liaise with counterparts which is  required as per training schedule; approved per IOM procedures. Training schedule may require longer stints (of up to several weeks) travelling to facilitate trainings. Personal schedules and commitments will also be considered as part of training schedule planning

Notes

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
