Introduction
Project Context and Scope
The Sef Ples Blong Yumi Phase 2 project, implemented by the National Disaster Management Office (NDMO) in collaboration with the International Organization for Migration (IOM), strengthens the Displacement and Evacuation Centre Management (DECM) Cluster’s preparedness and response capacities at national, provincial and community levels.
The project supports the Government of Vanuatu, through the National Disaster Management Office (NDMO) and partners, to strengthen preparedness, coordination, and evacuation center management based on different hazards impacting Vanuatu. The project aims to build capacity across national, provincial, and community levels to maintain safe, dignified evacuation options and improve displacement management in emergencies.
The project also includes the update and rollout of the National Evacuation Centre Management Guidelines (NECMG) and the Evacuations Toolbox, focusing on strengthening the capacity of Area Administrators, Provincial Disaster and Climate Change Committees (PDCCCs), Community Disaster and Climate Change Committees (CDCCCs), and faith-based groups to manage community-led evacuations.
To support the rollout of training activities under the Sef Ples Blong Yumi Phase II project, strengthening the capacity of national, provincial, and community stakeholders in Evacuation Centre Management (ECM) and Displacement and Evacuation Centre Management (DECM) coordination.

Responsibilities
Assist in planning, preparation, and scheduling of Training of Trainers (ToT) and community-level ECM trainings in coordination with NDMO, PDCCCs, Area Administrators and CDCCCs for rollout across Provinces and Area Councils.
- Comprehend, understand and be able to deliver training content on humanitarian systems, displacement tracking and evacuation centre management, to be confident to lead training at provincial, Area Council and community level, to answer questions accurately and provide holistic and thorough training to participants.
- At the national and provincial ToT sessions and community-level trainings, in partnership with Provincial Government staff and Area Administrators, using the updated Evacuation Centre Management Training Toolbox and National Evacuation Centre Management Guidelines.
- Support in management of training schedules and timeframes, management of finances, movement between locations, ensuring community representatives are organised to attend trainings etc.
- Liaise, communicate and collaborate with AHP partners, provincial stakeholders, and CDCCCs to strengthen coordination and ensure wide coverage of the evacuation center training.
- Coordinate with NDMO/DECM Cluster, provincial administrations, Area Administrators and AHP partners on schedules, venues and participants.
- Prepare brief action points; align logistics with IOM procedures.
- Collect attendance, consent, pre- and post-training surveys to track understanding of ; maintain beneficiary records.
- Participate in training evaluations and reflection sessions and support follow-up mentoring of new facilitators.
- Performance should be assessed according to the tangible and measurable outputs of the work assignment above and provide actionable lessons learned.
- Submission of monthly timesheet, monthly summary of any work completed, in dot point form.
- Training sessions and ToT delivered on schedule with high participant satisfaction.
- Accurate documentation (attendance, pre/post tests, reports) submitted on time.
- Provide training reports outlining activities delivered and facilitation approach of safe, inclusive facilitation and adherence to gender and protection standards.
- Effective coordination and proactive problem-solving with NDMO/DECM and partners.
Qualifications
Required Qualifications and Experience
Education
- Tertiary qualification in Disaster Management, Public Health, Social Sciences, Education, or equivalent experience.
Experience
- Minimum 3 years facilitating trainings/community capacity-building (EC management, DRR, WASH, Shelter/Protection preferred).
- Experience working with government (NDMO/Provincial Government/Area Councils), NGOs or community groups in Vanuatu.
- Hands-on experience with evacuation centre operations and IEC production/use.
Skills
- Strong facilitation, mentoring and stakeholder coordination skills.
- Familiarity with AAP, PSEA and protection risk mitigation; ability to apply referral pathways.
- Good data/documentation discipline; Microsoft 365 proficiency; Kobo/ODK experience an advantage.
Travel
Duty travel across Vanuatu, to remote and rural Area Councils, to coordinate evacuation center management and to liaise with counterparts which is required as per training schedule; approved per IOM procedures. Training schedule may require longer stints (of up to several weeks) travelling to facilitate trainings. Personal schedules and commitments will also be considered as part of training schedule planning
Languages
For this consultancy, Fluency in Bislama and English language is required. Working knowledge of French is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Notes
IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
