Project Context and Scope: The EU-funded IOM project “EU Support to Strengthening IBM in Ukraine (EU for Solidarity Lanes and IBM)” aims at contributing to Ukraine’s trade facilitation and economic recovery through improving flows of essential goods through border crossing points (BCPs) and support the enhanced resilience and business continuity of Ukrainian border and migration authorities in the context of the ongoing Russian war against Ukraine.
Organizational Department / Unit to which the Consultant is contributing: Migration and Border Management Programme. IB.0345 “EU Support to Strengthening IBM in Ukraine (EU for Solidarity Lanes and IBM)”.

Responsibilities

Tasks to be performed under this contract: 
a) In close cooperation with the Deputy Minister for Development of Communities and Territories of Ukraine provide general advisory on enhancing the Ministry’s communication strategies and practices.
b) Provide support to the Ministry’s and other government agencies’ communication teams in ensuring effective external communication on project’s activities towards international trade facilitation and enhancement of cross‑border transportation of people and cargo at the state border of Ukraine, digital transformation of relevant business process (including the development and deployment of ICT solution for queue management at international automobile border crossing points also known as “єЧерга” (“eQueue”)
c) Contribute to development and delivery of the Ministry’s communication strategies, plans, information campaigns and events in compliance with the project and stakeholder priorities.
d) Develop content ideas, slogans, screenplays etc. and coordinate work of designers, video editors, content creators etc.
e) Develop and distribute project’s information materials (press releases, news, posts, information notes, talking points etc.) 
f) Develop publication plans and generate content for social media.
g) Maintain relationship with mass media (invitation to events, news pitching etc.)
h) Coordinate external communications covering project’s activities with the donor’s and IOM’s  relevant officials.
i) Lead organization and hold project’s public events.
j) Develop project presentations.
k) Analyse communication campaign efficiency and provide recommendations on its improvement
l) Monitor mass media on the project coverage and themes related to the project.
m) Submit to IOM internal monthly reports on the work done, including narrative reports and financial estimations where applicable, as well as proposals, forecasts and estimations for the next reporting period.
n) Perform other tasks as required.

Performance indicators for the evaluation of results

The delivery of consultancy services to the Government of Ukraine and the IOM project team is to be reported in a Consultant’s Timesheet and approved by the project staff.

Qualifications

Education, Experience and/or skills required:

  • At least five (5) years of experience in communications (journalism, public relations, strategic communications, social media management, etc.), including at least two (2) years of experience in public sector, intergovernmental or government communications.

  • A degree in Political Science, Communications, Journalism, Public Relations, Marketing, or a related field.

  • Fluency in Ukrainian and English (both written and spoken), with strong skills in drafting content for different audiences, including public statements, analytical materials, and digital content.

  • Proven experience in developing and implementing communication campaigns, particularly in areas related to public policy, reforms, or engagement with business stakeholders.

  • Experience in communication support for projects in transport, infrastructure, logistics, or business sectors is considered a strong asset.

  • Good understanding of the socio-political context in Ukraine, as well as basic knowledge of transport systems, logistics, and transport operations is considered a strong asset.

  • Experience working with government institutions, international partners, and the private sector will be considered an advantage.

  • Strong strategic thinking skills, including the ability to translate complex policies and reforms into clear and accessible messaging.

Notes

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
