Organizational Context and Scope
Under the overall supervision of the Chief of Mission, and direct supervision of Senior Emergency Coordinator, the Programme Officer (CCCM) will be responsible for coordinating the successful implementation of Camp Coordination and Camp Management (CCCM) programmes and projects of IOM in Haiti.
Responsibilities
- Coordinate technical, administrative and financial aspects to facilitate the timely implementation of the CCCM programmes; monitor progresses to ensure that expected outputs and outcomes are delivered as per set objectives and indicators, and in line with IOM rules and procedures.
- Maintain close coordination, communication, and collaboration among the CCCM, the Department of Operations and Emergency, and other relevant departments and teams, in particular Shelter, WASH and the Common Pipeline, to support strategic planning and promote overall coherence among projects components and adherence to workplans.
- Coordinate with the Resources Management team and responsible team members on the drafting of projects’ budgets, progress reports, budget revisions and reallocation, to ensure appropriate management of financial aspects.
- Collect, compile, analyze and share information from the field on a regular basis: follow up on donor reporting requirements and ensure timely preparation and submission of all reports.
- Support and represent the CCCM Unit in formal and informal meetings; maintain a dialogue with IOM field offices, donors, Global CCCM Cluster co-lead agency and partners on a regular basis to ensure relations remain strong and to address concerns.
- In close collaboration with relevant thematic units, develop technical guidance and tools on protection mainstreaming in emergencies, with a focus on child protection mainstreaming.
- Maintain close relations with specialized agencies and support the participation to and coordination with relevant inter-agency coordination mechanisms, clusters and Areas of Responsibilities (AoRs).
- Supervise, mentor and build capacity of team members in relevant area.
- Undertake duty travel relating to project/programme assessment and implementation, liaison with counterparts, problem solving, and new project/programme development, as required.
- Perform such other related duties as may be assigned.
Qualifications
Required Qualifications
Education
- Master’s degree in Humanitarian Affairs, Development Studies, Political Science, Social Science, International Relations or a related field from an accredited academic institution with five years of relevant professional experience; or,
- University degree in the above fields with seven years of relevant professional experience.
Experience
- Experience in programme coordination, including operational and managerial experience in the fields of CCCM and Emergency and Humanitarian Response implementation;
- Experience working in post-conflict/emergency zones and in high-risk environment;
- Experience in liaising with governmental authorities, donors, national and international institutions, UN agencies, Non-governmental organizations, local communities in a multi-cultural setting; and,
- Experience with gender and issues around gender-based violence.
Skills
- Familiarity with financial and administrative management, preferably in IOM or UN agencies;
- Good knowledge of project development, management, and evaluation concepts and procedures;
- Excellent managerial, communication, analytical, and organizational skills;
- Excellent interpersonal skills including negotiation, relationship management, influencing and networking;
- Ability to work effectively and harmoniously in a team of colleagues of varied cultural and professional backgrounds; and,
- Good level of computer literacy.
Languages
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English and French is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, Russian and Spanish) and/or Haitian Creole is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
