Organizational Context and Scope
Under the overall supervision of the Programme Support Coordinator in Cambodia and the direct supervision of the Project Officer (Data and Research), and in coordination with relevant programme teams in IOM Cambodia, the Senior Monitoring and Evaluation (M&E) Associate will assist with monitoring, data gathering and analysis of IOM’s programmes across Cambodia.
Responsibilities
- Assist in developing plans and implementing M&E activities, such as surveys, baseline/endline assessments, post-distribution monitoring (PDM), scheduled evaluations, lessons-learned workshops, programmes/projects reviews, and any other M&E data collection exercises in close coordination with relevant units.

Keep track of the project M&E Frameworks and the status of indicators, including IOM Strategic Results Framework (SRF) indicators.

Assist in collecting relevant information and support M&E reporting by closely coordinating with programme teams and focal persons to inform the programme management about the status and progress of projects and programmes in the Mission.

Support resource mobilization efforts by providing M&E related inputs to funding proposals, including inputs to M&E plans and logical frameworks.

Draft M&E related components for the preparation of donor reports to support timely reporting and compliance with donor regulations and obligations, and assist in report finalization process in coordination with Regional Office and/or Headquarters.

Support the facilitation of the mid-term and final internal and external evaluations, including assistance with ToR preparation, Requests for Expression of Interest, evaluation inception meetings, implementation, and dissemination phases.

Support organizational learning by assisting with participatory review processes; documenting and consolidating evaluations, lessons learned, and best practices across the Mission’s portfolio; and supporting dissemination of evaluation products to key stakeholders and donors, in line with the policy of disclosure and public dissemination requirements

Support regular capacity building of project staff and Implementing Partners (IPs) in the field to promote adherence to implementation standards, strengthen reporting practies, and improve data collection approaches.
Perform other duties as assigned.
Qualifications
Required Qualifications and Experience
Education
- Bachelor’s degree or higher in Social Science, Monitoring and Evaluation, International Development, or a related field from an accredited academic institution with four years of relevant professional experience; or

High school diploma with six years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
Experience in Information Management and/or Programme Monitoring and Evaluation in migration context, an asset.
Experience supporting IM/M&E development and implementation, information analysis and report writing, required.
Proven ability to consolidate and validate information from multiple sources.
Proven ability to work with data management, analysis, and presentation software, e.g. Microsoft PowerPoint and Excel, a must.
Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations.
Experience in working with migrants, refugees and other vulnerable groups.
Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
Skills
Good analytical skills, with the ability to interpret data and identify relevant insights.
Strong writing and reporting skills, with the capacity to produce clear, concise, and structured outputs.
Good coordination and stakeholder engagement skills.
Knowledge of data protection and ethical data management principles.
Ability to prepare reports, dashboards, and other information products.
Ability to support field activities and training/capacity building initiatives;
Familiarity with UN/IOM programme processes and stakeholder coordination.
Languages
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
For this position, fluency in English and Khmer is required (oral and written).
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
