Operational in Indonesia for more than 40 years, IOM Indonesia is working on a wide range of activities in partnership with the Government of Indonesia, civil society, private sector actors, migrants and communities.IOM Indonesia is engaged in several thematic areas, including: Counter-Trafficking (CT), Labour Migration and Social Inclusion (LMSI), Disasters, Climate and Resilience (DCR), Immigration and Border Governance (IBG), Refugee Care, Migration Health, Migration Governance and Resettlement and Voluntary Returns.

There are currently over 940,000 Rohingya refugees hosted in Bangladesh, including 770,000 that have fled violence in Myanmar Rakhine State since August 2017. Overcrowding conditions in the camps in Cox’s Bazar, coupled with lack of livelihood and educational opportunities and almost complete dependency on humanitarian assistance, has made Rohingya desperate for better living conditions. The lack of durable solutions clearly in sight for this large refugee population creates the opportunity for human smuggling and human trafficking. A large part of those movement is composed of Rohingya who seek refuge in Indonesia and Malaysia by crossing by boat the Andaman Sea. Rohingya refugee groups arriving in Indonesia are exposed to multiple protection risks that require targeted support. IOM Indonesia assists the Government in providing humanitarian

Under the direct supervision of the Project Officer in Jakarta and in close technical coordination with the Migration Health Unit (MHU) in Medan, the Project Associate (Health Assistance) will assist in the implementation of health activities, fieldlevel support, and tracking of assistance provided to Rohingya refugees and other groups in Indonesia.
 

Responsibilities

Responsibilities and Accountabilities

  1. Assist in the implementation of health assistance activities across operational locations in line with project plans, approved SOPs and other related guidelines. 

  2. Support in processing and reviewing healthrelated assistance requests and documentation submitted by field teams and partners, checking completeness and accuracy, and refer complex, sensitive or exceptional cases for higherlevel review, as required.
  3. Support daytoday health assistance processes to help apply procedures, and assist with budget monitoring by tracking expenditures, identifying variances.
  4. Assist in the maintainance of systematic and up-to-date records of health assistance cases and related documentation to support monitoring and reporting.
  5. Support the identification of implementation challenges related to health assistance delivery and share inputs to improve procedures and workflows.
  6. Support emergency screening and referral processes for identified cases, in collaboration with the Jakarta team, including MHU, field teams, partners, and relevant service providers.
  7. Facilitate timely referral through established referral pathways and follow up on cases to support continuity of assistance across locations.
  8. Liaise with the Jakarta team, field teams, partners, and service providers to support understanding of procedures, documentation requirements, and referral mechanisms, and share inputs to improve related processes.
  9. Support coordination with other programme components to align health assistance activities with broader humanitarian and protection objectives.
  10. Perform other related duties as may be assigned. 

Qualifications

Required Qualifications and Experience

Education

  • High school diploma with five years of relevant professional experience; or,
  • Bachelor’s degree in Nursing or Public Health from an accredited academic institution, with three years of relevant professional experience.
  • Having a certification or a professional license to practice nursing in Indonesia with three years of relevant professional experience in healthrelated humanitarian assistance, public health programmes, or fieldbased health operations will be considered an asset.
     

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Experience in healthrelated humanitarian assistance, public health programmes, or fieldbased health operations.
  • Good knowledge and practical experience in health service delivery, with the ability to assist the implementation of programme activities and operational processes.
  • Experience in community outreach, social assistance, or healthrelated programming in humanitarian settings is an asset.
  • Knowledge in assisting emergency operations activities.
  • Applies knowledge of health issues in execution of assigned responsibilities.
  • Maintains confidentiality and discretion in appropriate areas of work.
  • Experience in liaising with UN, Government Departments/Authorities and other international organizations.
  • Understanding of budgeting principles and expenditure monitoring is an advantage.

  • Strong organizational skills, with the ability to manage multiple tasks, meet deadlines and work effectively under pressure.

  • Ability to establish priorities and undertake assigned tasks with guidance and supervision.

  • Good coordination and liaison skills, including the team members both in the field and Jakarta.

  • Attention to detail, particularly in reviewing documentation and following established procedures and guidelines.

  • Ability to maintain accurate and wellorganized records to support monitoring and reporting.

  • Proficient in computer applications, including MS Word, Excel, PowerPoint, and others, with the ability to track cases, monitor expenditures, maintain records, and support reporting.
     

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

For this position, English and Bahasa Indonesia is required (oral and written)
