Project Context and Scope

 In 2022 IOM started implementation of the regional project “Labour Migration Programme – Central Asia” funded by the Swiss Development and Cooperation Agency (SDC) with an overall goal to ensure comprehensive support to migration governance. 
Organizational Department / Unit to which the Consultant is contributing

Labour Mobility, Policy and Data Unit, “Labour Migration Programme – Central Asia” funded by SDC: LM0479.KG10.6:1:2:005. 

Responsibilities

Category B Consultants: Tangible and measurable outputs of the work assignment

Deliverables: 
1.    Develop preliminary draft of Migration Profile in English following the IOM Guide – 31 July 2026 (50%); 
2.    Present preliminary  draft to Ministry of Labour, Social Provision and Migration (MLSPM)  – 25 August 2026 (50%).

Performance indicators for the evaluation of results:
1.    Preliminary Draft Migration Profile developed, submitted to and approved by IOM.
2.    Preliminary Draft Migration Profile presented to MLSPM and approved by MLSPM. 
 

Qualifications

Education, Experience and/or skills required
a.    Education: - University diploma in the field of social and policy stidues, preferably in migration; 
b.    Experience: - At least 5 years of experience of working in research field, preferably with focus in migration. 
c.    Competencies and Skills:

  • Good knowledge of the focus areas indicated in the TOR;
  • Familiarity with IOM’s mandate;
  • Good command of oral and written English, Russian and Kyrgyz. Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

  • Good interpersonal skills, solid judgment/decision making, initiative and creativity;
  • Cultural and gender sensitivity.

Notes

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work. 

Any offer made to the candidate in relation to this vacancy notice is subject to funding confirmation.
