The Progenerate Project is a planned 20-month initiative to be initiated in 2026 and funded by the Swedish International Development Cooperation Agency (SIDA). The project aims to enhance Türkiye’s migration governance capacity through rights-based and sustainable reforms, with a focus on protection, safe and dignified voluntary return, and effective policy implementation. It has two specific objectives: (i) to improve the capacity of Türkiye’s National Assisted Voluntary Return and Reintegration (NAVRR) Mechanism; and (ii) to strengthen the policy framework and institutional capacities in addressing irregular migration, with particular emphasis on Trafficking in Human Beings (THB). Under SO1, the project focuses on capacity and infrastructure development rather than operational service delivery, including the development of a National Referral Mechanism for NAVRR (SOPs, procedures, and referral tools), a baseline assessment of complaint and feedback mechanisms, technical recommendations for SOP enhancement and rights-based training for frontline stakeholders, the development of child-sensitive tools and system improvements, and support to NAVRR Coordination and Irregular Migrant Monitoring Centres through refurbishment and capacity strengthening.
