Job Description

The Monitoring and Evaluation Assistant will provide analytical and operational support for the project´s monitoring, reporting and evaluation process for the Global Assisted Voluntary Return Program. S/he will be responsible for: 

Responsibilities

  1. Support the planning and implementation of Monitoring and Evaluation (M&E) activities of the AVR Global Program in the country.
  2. Support coordination with case managers to ensure accurate and timely data entry into the IOM institutional system (MiMOSA) for AVR programs. Input beneficiary and program data directly into the system, assist in verifying the completeness of records, and maintain organized documentation to uphold data quality standards.
  3. Support monitoring activities by conducting field visits and/or data collection with beneficiaries, as required by program guidelines. Assist in administering surveys, recording responses, and ensuring that collected data is accurate, complete, and properly documented.
  4. Support coordination with relevant project staff to ensure the timely provision of accurate data for the preparation of internal and external reports. Assist in compiling, organizing, and sharing information as required, contributing to the production of clear and consistent reporting such as SitRep, narrative donor reports.
  5. Support quantitative and qualitative evaluation processes by assisting in data collection, entry, and preliminary analysis. Contribute to learning activities such as After-Action Reviews by preparing documentation, organizing feedback from participants, and supporting the compilation of lessons learned. Provide support to ensure evaluations and learning exercises are conducted smoothly and results are properly recorded for future reference.
  6. Contribute to knowledge management through the collection and review of knowledge products (e.g., research studies, reports, toolkits, guidelines) related to project themes, as well as through the identification and documentation of good practices.
  7. Support adherence to IOM’s compliance standards and accountability to affected populations by promoting transparency, safeguarding beneficiary data, and facilitating feedback and complaint mechanisms. Support the integration of AAP principles into program monitoring and evaluation, ensuring that beneficiaries’ voices are systematically collected, documented, and reflected in program adjustments.
  8. Perform any other tasks assigned in line with project coordination or mission leadership needs, including administrative or operational activities, as appropriate.Support the planning and implementation of Monitoring and Evaluation (M&E) activities of the AVR Global Program in the country.

Qualifications

EDUCATION

Master’s degree in Social Sciences, International Relations/Affairs, Research, Law or a related field from an accredited academic institution with five years of relevant professional experience; or,

Bachelor’s degree in the above fields with seven years of relevant professional experience.

EXPERIENCE

Experience working with migrants, civil society, and governments.

Proven experience in leading and managing a large multinational team.

Proven experience managing protection programming across multiple countries, as well as mainstreaming protection across operations.

Proven experience providing protection and assistance to migrants in vulnerable situation and communicating with individuals who have complex needs.

Experience working in programs that include a movement operations component is an advantage.

Experience with IOM or other UN agencies, particularly working on assisted voluntary return and reintegration, and specialized protection programs, is preferred. 

Required Skills

  • Ability to gather, consolidate, and attribute information from multiple sources.
