The Position:

The consultant will work on specific deliverables based on the Country Office (CO) needs, which will overall, support the CO bridge the UNFPA’s global RM and partnership strategies with local implementation by building on the emerging and innovative partnerships to mobilize/ leverage resources for Sexual Reproductive Health and Rights (SRHR), specifically for the furthest left behind population.

 

The consultant will work under the direct supervision by the Representative of UNFPA Angola, in close coordination with the Assistant Representative, IUNV Communications and Advocacy Expert, and Programme officers.

You would be responsible for:

The purpose of the consultancy is to provide high-level technical expertise to the Country Office in the following areas: 

  • Provide at least three internal capacity development sessions to the UNFPA Angola team (online or on-site) on private sector engagement, innovative/ blended financing mechanisms, and development of quality funding proposals, concept notes, and pitches for potential donors and partners. 
  • Train and provide continuous technical support/ coaching to internal RM and partnership focal points at the office in implementing the RM and partnerships strategy, updating partnership/ donor intelligence analysis, monitoring the indicators (KPI) against the targets in the updated RM and partnership strategy for the office. 
  • Analyze and update the RM and partnership landscape in Angola and inform the CO team of donor intelligence, trends and recommendations (at least every quarter). 
  • Support the CO developing quality concept notes and donor/ funding proposals for specific calls for a proposal in close coordination with the Programme and Operations team – at least two draft funding proposals are finalized (currently in advanced stage) and one proposal is developed. 
  • Provide technical support to the team with the implementation and monitoring of the Private sector engagement strategy which was developed in 2026 for UNFPA Angola. 
  • Follow-up on the concept note for the Train-based mobile clinic on Lobito Corridor (managed by the First Lady’s Foundation) which was developed recently and facilitates the ongoing dialogue with the First Lady’s office through supporting the office in advocacy, resource mobilization, and public-private partnership. 
  • Support the team in exploring different partnership modalities private sector/ companies to accelerate SRHR and document them (including Due diligence, risk-mitigation communication plans, etc) in coordination with the IUNV Communications and Advocacy Expert. 
  • Strengthen UNFPA’s engagement in climate change and SRHR/ Gender equality – by positioning UNFPA’s value proposition for climate change with Ministry of Environment on follow-up of the NCD report submitted last year and proposing strategies to incorporate gender equality in the national and provincial programme
  • Support the Mid-term Review consultant with data collection and analysis on the RM and partnerships portfolio of the Country Programme Document by providing inputs and strategic analysis. 
  • Participate and contribute to the Strategic Reflection Moment workshop specifically on RM and partnerships – during which the results from the Mid-term review of the Country Programme will be discussed and recommendations will be identified. 
  • Contribute to induction and capacity building of a National Officer on RM and partnerships who will be recruited in the coming months. 

Qualifications and Experience: 

Education:  

  • Master’s degree in international development, Business administration or project management, human rights, Public Health, Economics, or other related fields.
  • Minimum 7 years of experience in RM and Partnerships within the UN or international NGOs.
    • Proven and track record in mobilizing resources/ leveraging resources for Sexual and Reproductive Health or any other relevant areas. 
    • Proven experience in Private-Public Partnerships models design and engaging with the private sector.
    • Prior experience in building partnerships on Lobito Corridor is highly desirable.
    • Prior experience working with High-Level Government Offices (e.g., First Ladies, parliamentarians, Ministries) in Angola or another country of similar context.
    • Sound understanding and proven ability to mobilize or leverage resources for areas related to SRHR / HIV 
    • Strong analytical skills including excellent analytical writing skills in English and Portuguese 
    • Experience with UNFPA or any other UN organizations and/or international experiences (having worked in other countries than home country) is an added value (preferably in RM, partnerships, and communication areas) 
    • Experience working across different sectors (public, private, Ios) is a strong asset.

 This position offers an attractive remuneration package in line with UNFPA Individual Consultant (IC) contracting modality policy and procedures.
