Background

The DFCA plays a key role in regulating medicines and ensuring quality assurance of health products in South Sudan. However, gaps in institutional capacity, regulatory systems, and coordination continue to limit its effectiveness.

UNFPA is supporting DFCA to develop a Strategic Plan (2027–2031) to strengthen regulatory systems, improve quality assurance, and enhance sustainability.

Purpose of the Assignment To provide technical and coordination support to the development of a contextually relevant and implementable DFCA Strategic Plan. Objectives of the Assignment

Overall Objective:

To support the development of a comprehensive DFCA Strategic Plan.

Specific Objectives:

  • Support institutional assessment and data collection.
  • Facilitate stakeholder consultations.
  • Contribute to drafting of the Strategic Plan.
  • Support validation and finalization processes.
  • Assist in development of M&E and costing components.

Scope of work:

The consultant will be responsible for the following:

  • Support data collection and institutional assessment.
  • Compile and analyze national-level data and reports.
  • Coordinate stakeholder consultations and meetings.
  • Facilitate logistics for workshops and engagements.
  • Support drafting of Strategic Plan sections.
  • Document stakeholder inputs and validation feedback.
  • Assist in development of M&E framework and costing inputs.
  • Support finalization of all deliverables.

Methodology

The assignment will include:

  • Desk review
  • Stakeholder consultations
  • Field engagement support
  • Data collection and documentation

The consultant/firm will be responsible for the following:

The consultant will work under the overall supervision of the Drug and Food Control Authority, in close collaboration with the UNFPA Country Office, and will engage with the pharmaceutical TWG, and development partners.
The consultancy will last approximately three (3) months (25 working days).

How work will be delivered

  •  Inputs to inception report
  • Data collection and stakeholder mapping outputs
  • Draft inputs to Strategic Plan
  • Validation workshop documentation
  • Final contributions to Strategic Plan

(All deliverables submitted electronically)

Monitoring and progress control, including reporting requirements, periodicity format and deadline:

Weekly progress reports and final report submission required.

Supervisory arrangements:

The consultant will report to the RHCS/FP Programme Analyst and work closely with the International Consultant, DFCA, and Ministry of Health.

Expected travel:

In-country travel within South Sudan may be required.

Required expertise, qualifications and competencies, including language requirements:

  • Advanced degree in Public Health, Pharmacy, or related field
  • Minimum 5 years of relevant experience
  • Strong knowledge of South Sudan health system
  • Experience in stakeholder coordination
  • Strong communication and reporting skills
  • Fluency in English

Inputs / services to be provided by UNFPA

UNFPA will provide:

  • Office support and coordination
  • Logistical support for workshops
  • Access to stakeholders and documents

The consultant will be provided an office space at the DFCA and , work with RHCs team and UNFPA will provide support services including transport, office space, and telephone airtime for the consultant.

The assignment will be funded under the UNFPA Supplies Programme. A detailed budget will be finalized based on the approved work plan and survey scope. This will cover professional fees, field costs, data collection tools, logistics, and dissemination activities.
