Background:

NRC has provided first-line humanitarian response since 2021 with multisector activities in shelter, education, livelihoods and food security, and information, counselling and legal assistance. Our focus is on supporting people in hard-to-reach areas, working in partnership with authorities and local actors. We are piloting cash-based interventions with displaced populations living in host communities. NRC offers a comprehensive response for returnees and IDPs of high need, addressing their food security, livelihood, shelter, education, ICLA, and water, hygiene and sanitation needs and also responding to emergencies through NRC’s six core competencies; Shelter, Education, Livelihoods and Food Security, WASH and Information, Counselling and Legal Assistance (ICLA) and Protection from Violence.

NRC Somalia is part of NRC’s East & South Africa regional operation which comprises of large-scale multi-country humanitarian and early recovery interventions spread across Ten countries (Kenya, Somalia, Ethiopia, Djibouti, Eritrea, South Sudan, Uganda, Tanzania, Sudan and Mozambique).  NRC’s overall strategy in the region is to enhance protection and promote the rights of displaced people in humanitarian need by improving living conditions and seeking durable solutions. The regional office is based in Nairobi and works with country programmes to ensure standardization of programmatic and operational approaches, promote multi-country programming and ensure quality and coordination.

Role Specific Information:

NRC is currently implementing Relief Program in collaboration with WFP in Sool Region, The project has various components of intervention including cash based transfer(voucher and mobile money) and in kinds 

The Community mobilizer will conduct field-based project activities and work with different project stakeholders at NRC level, including LFS programme, Monitoring and Evaluation and Learning, and Accountability team.  The mobiliser will be based in Las Anod, Xudun, and Taleex districts and cover activities under all project target locations.  

Duties and Responsibilities 

  • Conduct relief project awareness through meeting with target communities including elders, religious leader, teacher, and target beneficiaries. 
  • Sensitize the beneficiaries with their entitlement and duration for the cycle that they will receive assistance. 
  • Assist VRC members to recall selection criteria and identify project beneficiaries in the targeted communities.
  • Assist and work with MEL LFS programme team during the participants’ verification to facilitate follow up inquiries. 
  • Conduct manual registration of the beneficiaries in collaboration with scope registrar and VRC. 
  • Work and consult with relief committees during the planning of distribution events and assist VRCs assessing safety, and accessibility of distribution sites to all social groups
  • Conduct regular community meetings in the project targeted communities to know if they met any challenges. 
  • Facilitate and supervise long term-running field tasks such as finger printing of the participants, tvets trainings, and rehabilitation of livelihood infrastructures etc.
  • Act as an accountability focal person and sensitize target communities with the Complaint Response Feedback Mechanism. 
  • Undertake accountability-focused monitoring and share accountability briefs with NRC CRFM team on a weekly basis.
  • Collect market price data and share with LFS programme team by the end every month.
  • Ensure all project visibilities billboards installed in the area of your operation. 
  • Provide updates on the context of the target community and project progress updates to LFS programme on weekly basis or daily during the crisis or certain shock(s).
  • Perform any other activities as assigned by your supervisor.

Our Ideal Candidate:

We are looking for a candidate with Secondary certificate or professional certificate, with a minimum of one-year previous experience in community mobilization.   

  • Previous work experience in complex and volatile environments.
  • Demonstrated track record of achieving and documenting results relevant to the responsibilities of the position.
  • Excellent written and verbal communication skills in English.
  • Knowledge of the context in Sool region.

What We Offer:

Contract period: 12 months contract, with possibility of extension.

Salary/benefits: Casual Contract.

Duty station: Lasanod, Taleh and Hudun.
