Job Description

The National Resources Management Officer works under the direct and functional supervision of the Senior Research Officer within Migration and Displacement Data and Research Analytics Division (MDDRAD) based in Headquarters, also works in close coordination with the Senior Resources Management Officer in MAC, the Senior Publications Specialist / Head Publications Unit (PUB), and the Resource Management Officer in the Department of Data, Insight and Policy (DDIP).

Aside from providing financial and administrative support, the successful candidate will also serve as the Research and Publications Unit focal point within MAC, contributing to the day-to-day administrative activities of the Research and Publications Unit in MAC. 

Responsibilities

Administrative Support

  • Provide day-to-day administrative support for the Research and Publications Unit staff in MAC. 
  • Act as a focal point for HR-related issues, procurement, asset assignments, and any other MAC-related matters concerning the Unit.
  • Act as Unit’s focal point for finance systems (Oracle and PRIMA), coordinating financial transactions, processing payments, assisting with budget tracking, and providing support to staff on financial procedures and system use.
  • Contribute to the smooth functioning of the Unit by supporting administrative processes and ensuring continuity of operations across units, including during periods of staff absence.

Financial Support

  • Provide financial and technical support and advice to functional supervisors.
  • Prepare project proposal budgets for submission to donors, as required.
  • Review and provide feedback on donor financial reports in accordance with IOM regulations and established procedures prior to upload in PRIMA for endorsement.
  • Assist with the financial monitoring of projects, from activation to preparation of final financial report for submission to donors.
  • Review and approve payment requests and online purchase requisitions for the Unit.
  • Prepare manual invoices related to royalties received by the Unit.

Human Resources (HR) and Office Operations 

  • Assist with application of HR policies, rules and regulations in the Unit.
  • Support functional supervisors in local coordination with Recruitment (REC), HR Admin Unit (HRAU), MHRO-OSU Units on all HR activities, including recruitment and onboarding of new staff, contract extensions/renewals, WBS for projectizations, SLWOPs, resignations, and signing off on exit clearances.
  • Participate in reviews of existing systems and procedures and recommend improvements to strengthen internal processes and efficiency. 
  • Liaise with other units on matters relevant to the Unit work.
  • Perform other duties as may be assigned.

Qualifications

EDUCATION

  • Bachelor’s degree in Finance, Business Management, Social Science or a relevant field from an accredited academic institution, with two years of relevant professional experience; or
  • Master’s degree in above-mentioned fields.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

EXPERIENCE

  • Experience in project management with focus on budget, financial monitoring and donor reporting. 
  • Experience providing administrative support in areas such as HR coordination, procurement, asset management, and office operations.
  • Supervisory experience is an asset. 
  • Previous work experience in international organizations and service industry companies would be an advantage.

SKILLS

  • Working knowledge of multicultural organization and/or UN system.
  • Knowledge of generally accepted accounting principle and internal controls, and financial monitoring processes.
  • Understanding of HR policies, rules, and procedures, including recruitment and staff administration.
  • Computer literacy, including proficiency in MS Office applications.
  • Knowledge of internal IOM systems and procedures, such as Oracle and PRIMA will be an advantage.
  • Strong organizational, coordination, and communication skills to support multiple sections and functional supervisors.
